Study On Flood Control Planning In Qingbaijiang County

With the continuous development of economy in our country,the process of urbanization is accelerating,a large amount of arable land,grassland and forest land are transformed into construction land.As a result,the underlying surface is mostly replaced by the impervious surface,which increases the impervious area and reduces the rainwater circulation.Increasing the land for construction and decreasing the green space with the depth of urbanization,the flood peak and the impact of flood and waterlogging disaster will be higher.It is very necessary to study the flood control planning based on the existing flood control conditions and hydrological conditions in Qingbaijiang County.Based on the research progress of flood control planning both at home and abroad,taking Qingbaijiang County as the research area,this paper puts forward the plan and implement the countermeasures and suggestions about the methods of flood control,waterlogging control,non-engineering facilities and water environment protection in Qingbaijiang County by literature analysis,field investigation and forecasting.The main conclusions are as follows:(1)The main problems existing in existing flood control projects in Qingbaijiang County have been analyzed: low flood control standard;serious siltation and congestion in the river channel;some flood control facilities were affected and destroyed by the urban construction;weak channel maintenance and management;the flood control command system lags behind with imperfect systems and mechanisms;and the urban flood control lacks scientific and comprehensive planning;urban water conservancy construction and management funding shortage.(2)Proposed the scope of flood control planning in Qingbaijiang County,the objectives of flood control planning,the planning period and the five major planning principles.The goal of major flood control planning in urban planning area reaches 50 years,and the target of flood control planning for the outer edge of urban planning area is 20 Year once(3)In terms of engineering measures,the planning of flood control engineering facilities in Qingbaijiang County has been carried out in three aspects: main river regulation,river clearance and ecological revetment.Based on the analysis of waterlogging,sewerage and drainage,the project of waterlogging control in 19 basins in Qingbaijiang area was proposed,and the specific measures of urban rain flood control and comprehensive utilization of rainwater were analyzed.(4)Aiming at the problems existing in non-engineering measures,this paper systematically analyzes the ways and measures of constructing flood control and flood control command system,flood control and waterlogging preplan and disaster prevention and reduction.In view of the problem of water environment pollution,the principle of centralized sewage treatment was explored,and the engineering measures of urban sewage treatment,the prevention and control measures of township,other water environment pollution were put forward.(5)In order to achieve the goal of flood control planning in Qingbaijiang County,this paper initially estimated the the project volume and proposed the recent flood control project planning project,implementation planning from the aspects of preliminary project,fund raising,flood control project management,flood control basic work and project implementation management.
