Through many years' water conservancy works, the flood control capacity of Wuchengxiyu region has rated at a return period of 1 in 20 years. However, with the quickly economic development, the economic gross is incessantly increased. Existing harnessing standard has not adapted to the requirement of the development of economy and society. Furthermore, with the change of underlying surface condition, the large-scale urbanization, the conversion of flood control objects, land surface sedimentation for the excessively exploitation of groundwater, the increase of drainage power in the polder, and the water environment problem of basin, the flooding and waterlogging disaster of basin will be increased and the flood control capacity of projects built will be weakened. Hence, the compilation for the flood control planning of Wuchengxiyu region of Taihu basin is very important and significative.This dissertation closely combines with the fact of region. Numerical simulation calculation and quantitive analysis are the main measures. The origin of flooding and waterlogging disaster, the design typical year and design flood, existing projects ability, and engineering measures and non- engineering measures of basin harnessing are systemically analyzed and demonstrated. The following is the main content:With the detailed analysis of physical geography and river network condition, and the earnest summarization for the flooding and waterlogging disaster of basin, causes of flood disaster and flood control situation faced are educed.According to the objective of region harnessing, harnessing standard is decided. At the same time, through the analysis of the typical precipitation, the typical year are selected. The scaling method of design rainstorm and region composing are defined. The appropriately design period of time is determined. The design flood is calculated with the rainfall and runoff model.By checking the capacity of existing projects, the reasonable region harnessing project measures are put forward according to the present project situation. At one time, through the quantitive calculation and analysis for many schemes, non- engineering measures is put forward. Consequently, integral system of flood control and drainage for basin is established.According to the planning arrangement, investment estimate and economic benefit analysis are finished. The projects benefits are analyzed from the economic point view.
