Research On The Quality Management Of The Design Phase Of The Sponge City Construction Project

The construction of a Sponge City is a revolution in implementing the concept of green development,recycling development and low-carbon development.In order to implement the spirit of General Secretary Xi Jinping's 2013 Central Urbanization Conference,Sponge City construction has become a new model that our country vigorously promotes to solve the urban storm flood control.Sponge City has many predecessors abroad,such as low-impact development(LID)technology in the United States,sustainable drainage in Europe,water-sensitive urban design in Australia and rainwater storage facilities in Japan.Quality management in the design phase is as important as it is in the construction phase.It will help all parties involved in the project to save their time,cost and assure the project life.According to the quality characteristics and the basic concepts of quality management during the design phase of Sponge City construction project,aiming at a series of problems existing in the design phase of Sponge City construction in our country,this paper introduces quality control theory into the quality management of engineering design,elaborates the Quality Control theory and method,and according to Sponge City construction project its own characteristics,the corresponding quality management points are put forward for each design phase.The innovation points of this paper is to solve the problem of poor communication between design and construction phase in sponge city construction.Through the project case of rainwater collection,handling and storage in the center of Dali Haidong New District,the quality control is proposed.In the case of Sponge City project design,due to the conditions of the site under construction in the center line of Haidong are changing rapidly,the imperfect basic data and the design experience is not mature and so on,the construction will inevitably have problems,there are a lot of design does not meet the design concept.However,after all phases of quality control and interaction with construction,the overall quality of Rainwater Garden has been significantly improved and the expected result has been achieved.This case validates the effectiveness and practicability of quality control theory and method in Sponge City construction project quality management.Through the research in this paper,it is expected to provide a reference for high-quality,high-level Sponge City construction projects.
