Application Of Owner's Claim Management System In Engineering

With the convening of the 19th National Congress of the Communist Party of China and the construction of the "One Belt and One Road",the domestic construction market has become more market-oriented and international gradually.This also requires the project management system to adapt to the development of society.However,there is a bottleneck in the management of engineering claims,especially the claims management issues from the owner's side.This paper explores the claim management system of the owners regarding these issues.Firstly,it studies the existing claims management theory from the side and then proposes the claim management system of the owners from the perspective of the owners' interests,constructs a strategic claim management framework and management working system,including:owner's claim defense,owner's initiative claims,and owner's claim disputes handling.Owner's claim defense is the prevention work started from planning,including design,bidding,contract negotiations,etc.;owner's initiative claims always happen during the construction process.The owner is required to take the initiative to face with the claim and to complete various tasks.The purpose is not only to win in the claims disputes,but to prevent claims from happening,and to resolve claims quickly during the claims process;owner's claim disputes handling is to resolve the claims issues in a reasonable way so that the occurrence of the claims will not affect the construction goals of the project.This paper also refers to a case in a targeted manner and analyzes this claim case,verifies the owner's claim management system in return to achieve the purpose of analysis and optimization.Hopefully,I could take this opportunity to clarify my point of view and provide a reference for the owner's claims management in the future.
