China's construction enterprises have taken more opportunities participation in infrastructure construction under China's Belt and Road Initiative.The overseas engineering claims have emerged universally that the Chinese enterprises shall meet the requirement of the prominent sufficiency,adaptability,timeliness,professionality and efficiency well management.The delay control of work and contract in the key routine,lack of interdisciplinary talents have arisen up the investment risks,so the enterprises shall bear all the pressure from kinds of challenges and opportunities.Chinese highway enterprises have tried to pace up with the international development or to capture the market share in the international strategy process.But how to regulate their claim management to comply with the international highway engineering and catch up a legitimate,equitable,advantageous strategical anticipation in the global standard or market rules that is to be urgent and necessary consideration in this new era background.This paper stands by the view of Chinese Contractor in the overseas condition and to study the claim case.And the case is based on one true Chinese highway engineering project binding with some claim management theories and born some strategies and recommendations for the nominal claim management.The study is applied PDCA methodologies and Analytic Hierarchy Process to analyze the overseas claim management condition and to state the applied regulations or contract specifications on the claim activities,to breakdown the main reasons of the claim,even discuss the actual condition and the practical execution during the claim case and suggest concerning on the critical sections of claim management and finaly to give some normative solution.The conclusion of the study shows that there are some mind misunderstandings on the work,contract,business management,human management and etc in all the claim activities.The paper is stated to bind the theorical analysis and a case in practice together and to propose the five ways to improve claims management:changing cognition,reinforcing the contract management,paying attention to the process,improving the management system,and improving the ability level.And finally it can realize a long-term execution improvement,a stable business and a healthy growth for Chinese overseas contractors under the priciples of lawfulness,reasonableness and compensation.
