With the rapid development of motorization in small cities,the issue of urban parking has become increasingly prominent.Tracing the source,the problem of parking in small cities is a contradiction between the purchase and use of cars and the limited supply of transportation resources.Therefore,this article first analyzes the characteristics of car use in the study of parking problems in small cities,and considers how cars will develop in the future.Based on this,it will study solutions of parking problem in small cities.This paper takes Deqing of Zhejiang Province as a case study,firstly analyzes the characteristics of traffic in small cities.Based on residents' travel survey data,the scale of small cars,travel characteristics,and road traffic operations were quantified and analyzed.The results of the study indicate that the status quo of small cities has a fast pace of development.Although the overall travel distance is short but the share of cars is high.The public transport service is at a relatively low level,and in recent years,public transport has not yet played a role in reducing the use of cars.In general,under the current intensity of the use of small cars,traffic congestion has occurred in some of the roads in the old city.Based on these,this paper puts forward that the growth rate of car ownership should be moderately controlled in small cities.The purchase threshold of second vehicles should be increased under the basic demand of one cars in each family.At the same time,for the traffic congestion problems in the old town,it is suggested that some measures for the management of travel demand should be taken to control the use of car in the old town.Then,based on the renewal of public building parking index of Zhejiang Province in the past years and the setting of public and roadside parking space,the reasons for the formation of the supply scale of parking space in the small cities are studied.Under the current parking supply and management policy,the influence factors of parking demand in small cities are analyzed,and a regression model of basic parking demand and commuter parking demand is established.By establishing a regression model of the basic parking demand,it is found that there is a significant correlation between the basic parking demand and the family income level.By establishing a regression model of the commuter parking,it is found that there is no significant relationship between the use of car commuting and the composition of the day trip chain,but the number of car in the family shows a significant relationship with the use of car commuting.A study of the case of Deqing shows that with the change of residential location,the household income level shows a certain degree of difference,resulting in different basic parking needs at different locations.Where there are more female staff,or more staff over the age of 50,the demand of commuter parking is low.For work sites farther away from urban areas,commuter parking needs are higher due to longer commuting travel distances.Secondly,by comparing the differences in parking duration between different cities for small cities and large cities,it can be concluded that smaller cities have shorter parking times for shopping and entertainment,and residents have shorter acceptable walking distances from parking lots to destinations.Finally,through the analysis of the differences in supply and demand characteristics and land use of different locations in small cities,the development requirements for differentiating parking zones are clearly defined.The road traffic saturation and parking saturation are proposed as the reference indexes for parking zones in small cities.The employment-occupancy balance ratio and regional post-radiation power were proposed as reference indices for formulating the parking space supply strategy in different areas,in order to adapt to short-term demand and long-term traffic development.Secondly,this paper studies the method of sharing the parking space in the built-up buildings in the old town,and selects Deqing as a case to explain the parking space sharing implementation process.This paper also analyzes the development of the parking industry in small cities,and draws on the parking industry exploration experience in large cities,this paper proposes solutions to the development of parking industry in small cities.
