| The rapid growth of the urban vehicle fleet triggers an explosion of urban traffic. However, the relative lag of city parking facilities and the phenomenon of vehicle's random stop lead to a serious imbalance between supply and demand and a deterioration of urban traffic, so city parking has become the focus of widespread concern.Overall, the current parking problems mainly show in improper parking planning, imbalance between parking supply and demand, lack of parking space, parking mismanagement and so on. As the heart of the city center, the intensive land and population and strong demand of vehicle parking cause the phenomenon of vehicle's stop especially difficult to highlight. The existence of these parking problems leads to a relative chaos in the city parking order and a decreased road capacity. At the same time they seriously affect the urban landscape and can ultimately hinder the development of urban economy. So solving the parking problem of the city has a great significance to the stable development of the urban.This paper takes Jining as the research object, firstly investigates the parking status of Jining on the basis of relevant research from home and abroad, then using the line chart on a scientific analysis of the parking characteristics to draw the existing parking problem in Jining City. Secondly describes the characteristic and adaptive of several common parking demands forecasting model, and uses the growth law and land use and traffic impact analysis to forecast the parking demand according to characteristics of Jining, then plans the macro layout of the parking based on predicted results in order to draw a reasonable proportion of all parking facilities, and then plans the micro layout on the basis of the results. Finally, combining with the countermeasures of major cities at home and abroad, this paper puts forward the strategy that can solve the parking problems of Jining from three sides, which are parking construction, parking management and parking policy.
