Study Of Chinese Civil Aviation Pilots Communication Language Capability Improvement From A Public Safety Perspective

Communication language deficiency between pilots and controllers contributing to several air crashes leaded to over 2000 victims since 1970s.International Civil Aviation Organization(hereby and after refers to ICAO)live-radiotelephony communication statistics suggest that 70%of the air-to-ground communication doesn’t comply with the standards.ICAO issued Doc.9835 which demands member states implement communication language proficiency evaluation for pilots in 2003;and those pilots who fly international and regional flights have to got the ICAO 4language proficiency endorsement or above since 5~thh Mar,2008.Civil Aviation Authority of China(hereby and after refers to CAAC)have been putting efforts into the improvement of pilots’communication language capability for more than 10 years and have obtained great achievement since 2006.90%of Chinese pilots have got ICAO 4 language proficiency endorsement according to the statistics by the end of 2017,and it means that Civil Aviation of China generally meets the ICAO communication language proficiency requirements.However,Chinese pilots’communication language deficiency still leaded to unsafe incidents in USA,Japan,and Hong Kong,which absorbs the attention to the civil aviation safety of China by international and domestic public and media.The article introduces the concepts of Aviation Communication and Communication Language Capability,the theories of Second Language Acquisition and Aviation System Safety in the first part.Also,the article studies cases of worldwide air crashes and unsafe incidents caused by pilots’communication language deficiency in the second part to put forward that the communication language takes a great critical role of the civil aviation safety.ICAO and the state members’pilot communication language proficiency evaluation implementations are also presented in this part.In the third part,by interviewing pilots and pilot cadets who fly with the domestic major airlines,conducting questionnaire surveys among Pilots Language Proficiency Examination candidates,analyzing the statistics of the authority report,the article attempts to sort out the pilots’language deficiency problem of mismatching of qualification and capability,inversion of capability acquisition and qualification receiving,and communication deficiency in various circumstances.The acritical also probes the inducements and the reasons of above problems,meanwhile tries to provide countermeasures and suggestions from the perspectives of government orientation and airlines operation.
