Study On The Management Of County-level National Economic And Social Development Planning Formulatioan

Planning is the thinking and planning on the whole,long-term and basic problems in future.With new outstanding achievements of economic and social development in China,and vigorous development of all kinds of construction,the planning plays a more significant role in the development of local economy and urban construction.The healthy and orderly development of county economy needs the guidance of planning.The quality of plans' formulation results is directly related to the guidance value to county development.At present,the management of county-level national economic and social development planning formulation are facing many problems that need to be solved urgently.Through the analysis and study on the current situation in Cangnan County,field interview with staff,and further analysis on problems and their causes based on collected data,the author put forward the maneuverable countermeasures.The paper firstly introduced the general situation of Cangnan County,which mainly introduced the natural geography,natural resources and economic development and social development situation of Cangnan county.In the analysis on the management of planning formulation in Cangnan County,the paper elaborated the overall situation of the management,management system and procedures,and running results of planning formulation in Cangnan County respectively.Among them,through investigation and survey,collection of the basic data and materials,and comparison and analysis thereafter,the budget arrangement of the planning funds in Cangnan County in recent years was significantly analyzed.Through the analysis and study on the status quo of management of planning formulation in Cangnan County,the problems with management of planning formulation were discovered in depth,and there were three main problems: first,there was no full cooperation between departments;secondly,there was lack of control measures for the quality of planning results;thirdly,the planning management mechanism needed to be improved.Through the analysis,this paper mainly came to the following three reasons: first,there were barriers between departments;Secondly,the quality of planning results was restricted by the bidding system;thirdly,there was absence of government functions in planning formulation management.Combined with the enlightenment of domestic planning formulation management,such as the experience of Haining City and Qingtian County in planning formulation management,the paper put forward three optimization countermeasures: first,Strengthening departmental collaboration;secondly,strengthening management of planning quality;and thirdly,perfecting planning formulation management system.Through the combination of the related theory,policy and the objective reality of planning management in Cangnan County,the conclusion was drawn that in the management of planning formulation,Cangnan County should implement the planning management measures promulgated by government,manage the planning formulation scientifically and effectively,and deal with all kinds of problems in the process of planning formulation management.Only in this way can we ensure the scientific and healthy development of economy in Cangnan county and build Zhejiang's beautiful southern gate with high quality.
