Both large-scale demolition and construction which was associated with cities’ rapid economic expansion and the cultural shock under the globalization impact forced urban minority areas in those cities which were influenced mainly by Chinese cultural to face the threat of falling into pieces. The atrophy of culture, the degeneration of environment, the backward infrastructure, and the residential segregation caused a mess of problems. Sharp contradictions occurred between the increasing demand for urbanization of minority nationality and the development of the crisis-ridden urban minority area.Hui nationality has a higher level of urbanization among a large number of minority nationalities in China, under the strong Muslim culture background, as unique urban settlements, many urban Muslim areas keep their national characteristics very well,"to live around the temple" is a form of Muslim religious belief;"to trade around the temple" is a kind of survival strategy. For the Hui nationalities; the simple folk customs with a little mysterious is a precious legacy of the city.This paper based on city renewal theory; took the Muslim area "Huihuiying" for an example, understood the status quo, nationality and religion, historical background; analyzed those problems and difficulties while in the process of renewal; discussed strategies in four aspects from the point of planning:physical spatial optimization, social development, economic development, culture continuity; in the view of status quo of the difficult to implement the planning in recent years, made some proposal about implementation and safeguard mechanisms.
