Study On Technology Based Emission Permit Limit Verification

Since the establishment of the pollution discharge permit limit value in China,we mainly refer to the foreign pollution discharge permit limit value verification technology and related standards.The current domestic pollution discharge permit scheme adheres to the principle of "easy first,difficult later,phased implementation,and no increase in the burden of enterprises",and basically verifies the discharge permit and pollutant concentration according to the existing standards and standard emissions.The emission limits for pollution sources are relatively loose,which cannot meet the needs of environmental quality improvement.There is no unity between the use of fixed point source pollutant discharge permits and the actual emission verification method.The technical system of pollutant discharge limit verification based on differentiated water quality objective management lacks support,and the coverage of pollutant discharge permits is still missing.Existing research team through to the henan province demonstration research paid use of river basin water pollutant emission,constructed based on a variety of sources of pollution emission data determine the verification method of water pollutant emissions and emissions,qing yi river basin,Gu Luhe river basin in areas such as the standards for pollution permits "a certificate chain" pollution source management lay the foundation.On this basis,the study on the assessment technology of pollutant discharge limit in shaying river basin was carried out.(1)according to the survey of basic data,the total amount of pollutants discharged by the paper and paper products industry and the agricultural and sideline food processing industry is very prominent,accounting for a large proportion of the pollutants discharged by the shaying river basin industry under the jurisdiction of henan province,all of which remain in the top 3 of the industry.Especially for paper and paper products industry,the four indexes of COD,ammonia nitrogen,wastewater and industrial output value respectively account for 30.83%,15.69%,19.10% and 3.51% of the total industrial output of shaying river basin under the jurisdiction of henan province.The ratio of industrial output value to pollutant emission is obviously different,so it is advisable to study the technology of pollutant emission limit assessment in paper industry as a typical industry in the shaying river basin.(2)through the study of sewage at home and abroad based on the technology license verification technology,the limit is set for differences in pollution discharge way,to discharge permit issued by the application and technical specification,water pollutant emission standards,feasible technical guides and other standards on the basis of straight line of pollution emission permits approved limit technology,and based on the concept of pollution pretreatment system and TMDL program in pollution load distribution of technology between the exhaust pollution emission permits approved limit technology based on the technology of tradable permits approved limit method.(3)the study found that COD concentration in sewage discharged by papermaking enterprises in the shaying river basin did not obey the index distribution,uniform distribution and poisson distribution,but approximately followed the normal distribution,and followed the normal distribution after data processing and conversion.The daily maximum pollution discharge allowable limits are calculated by using the data fractional value method and the normal distribution method.The limits calculated by the two methods are both greater than the average annual discharge concentration of the enterprise,indicating that both limits are feasible when the treatment efficiency of the enterprise is stable.The revised normal distribution method is adopted to calculate the limits,which will improve the stability of the enterprise sewage treatment facilities.(4)by using the exhaust pollution emission permits approved limit between distribution model of pollution discharge into the sewage treatment plant business accounting,the model from the exhaust pollution between gross industrial output value,industrial wastewater emissions and pollutants emissions three indicators are allocated,compared with the traditional distribution,distribution results can effectively cut pollutants,scheme more fair,scientific,and diversification.
