According to the data of the fifth census in 2000,China has officially entered an aging society,and the number of elderly people and the degree of aging are increasing.Due to the late start of construction of China's aged service facilities,slow construction in the early stage,lack of planning,etc.,the scale of old-age beds is insufficient and the spatial layout is unreasonable.At the same time,the prevalence of chronic diseases and the proportion of elderly people in the elderly have challenged the aged service capacity and the aged service system.In this regard,the'"Notice on Strengthening the Planning and Construction of Aged Service Facilities"jointly issued by the four ministries and commissions such as the Ministry of Housing and Urban-Rural Development put forward the policy requirements for "integrating pension service facilities into urban and town master plans" in 2014.The "13th Five-Year Plan for Health and Wellness" promulgated by the State Council provides a policy basis for accelerating the establishment of a "health-care combination" of the aged service system and points out the development direction in 2017.Take Xicheng District of Beijing as an example.Through the supply-side survey,we understand the differences in population size and aging characteristics,the status of aged service facilities and medical and health institutions,the streets of old urban streets and newly built streets,and analyze the problems of aged service facilities and the differences between supply and demand.Through the population size and the prediction of the elderly population,the Civil Affairs Bureau's 2035 planning requirements for the aged service facilities,the scale of the aged beds and the demand for land use are estimated.Furthermore,through the questionnaire survey on the factors affecting the layout of the aged service facilities,combined with the analytic hierarchy process and the GIS spatial analysis method,the suitable location of the aged service facilities is analyzed.Pay attention to the differences between the old urban streets and the newly built streets,formulate plans for the aged service facilities in the streets of Xicheng District,and optimize the aged service facilities system.On this basis,it summarizes the key issues,planning processes and related strategies that need to be considered in the planning process of aged service facilities under the guidance of medical-and-care.Through the population size and the prediction of the elderly population,the scale of the aged bed and the demand for land use are estimated.Through investigation and research,the factors affecting the layout of the aged service facilities are analyzed.The analytic hierarchy process is used to calculate the weight value of each influencing factor,and the GIS spatial analysis method is used to obtain the suitable location of the aged service facility.According to the difference between the old urban streets and the newly built streets,combined with the planning and layout principles of the aged service facilities,the reasonable location and planning layout of the aged service facilities are proposed.At the same time,build a type system of aged service facility based on the "medical-and-care",the old-age bed type system,and the old-age bed price system.Finally,on this basis,summarize the planning strategy for the aged service facilities in Xicheng District.From the perspective of urban and rural planning,explore the construction of the aged service facility system that "medical-and-care",and propose corresponding planning strategies and recommendations.Using the analytic hierarchy process and GIS spatial analysis method,explore new ideas for the suitability of aged service facilities,and improve the rationality and science of the location of aged service facilities.Pay attention to the difference between the old urban streets and the newly built streets,and propose the planning and design of the adapted aged service facilities for the needs of the aged care services of different types of streets.
