| With the rapid development of China’s water treatment industry,how to effectively improve the performance management level of water supply enterprises and improve the operational efficiency of urban water supply treatment systems has become a major issue to ensure urban safety and water environment safety.At present,relevant departments at home and abroad have successively studied and formulated a series of performance evaluation indicators system for urban water supply industry,but did not conduct in-depth research on urban water supply operation process,especially the performance of urban water supply pipe network operation process and water plant operation process.The assessment is relatively lacking.Today,government regulators at all levels are paying more and more attention to the management of water supply operation process performance.Performance evaluation through the water supply operation process can encourage enterprises to improve operational efficiency,ensure service quality,ensure water supply security and public services.Therefore,researching and establishing the performance indicator system of urban water supply operation process has great practical significance for China’s water supply industry.Based on the analysis and comparison of the existing performance evaluation systems at home and abroad,combined with the characteristics of China’s water supply network operation and water plant operation,this paper initially constructs the five aspects from water quality management,leakage management,operation scheduling,daily maintenance and water supply services.The performance evaluation indicator system of urban water supply pipe network operation process in China;from the five aspects of water quality management,water production process,equipment management,secondary water supply and customer service processing,a performance evaluation indicator system suitable for the operation process of urban water plants in China was constructed.At the same time,12 performance indicators under five categories were defined and explained.In addition,for the indicators that cannot be described by quantitative analysis,this study also qualitatively analyzes and describes the process performance of water supply enterprises,so that qualitative and quantitative combination,the two are mutually infiltrated and transformed,and initially obtain an ideal water supply operation.Process performance evaluation system.Furthermore,the analytic hierarchy process of group decision-making is used to divide the weight of each indicator of process performance.At the same time,based on the domestic and international water supply performance evaluation ideas and related industry standards,the benchmark values of the indicators and the standardized equations of performance indicators were determined.Then,the performance indicator is subjected to a scoring system for comprehensive performance evaluation,which is divided into a percentage system.According to a certain range,the total score of each category evaluation result is divided into five grades of ABCDE,where A is excellent and E is the worst.This scoring standard can be applied to the horizontal comparison and analysis of the performance indicators of thedemonstration water supply enterprises.Subsequently,through the research and analysis of the urban water supply performance management model,this study established a set of management methods applicable to the performance evaluation of urban water supply in China,and determined the relevant performance management departments of the future water supply enterprises,covering organizational management,information management,The results management and public participation will help improve the operational efficiency and service level of the water supply enterprises,and lay a management framework for the subsequent large-scale promotion and application.Finally,the city A water company was selected to conduct a demonstration application of the performance evaluation of the urban water supply operation process.Supported by the real data of the water supply enterprise,through the performance evaluation results,we can understand our own deficiencies and take corresponding improvement measures to encourage the water company to improve its performance level.At the same time,in the application process,managers can also find out the shortcomings of the evaluation methods and continuously improve and refine them,so that they can better serve the management departments,water companies and water supply industries.Therefore,process performance management of water supply enterprises is both an international trend and a situation. |
