With the state further slowing down the pace of coal-fired thermal power construction,accelerating the pace of new energy development,the implementation of new energy minimum security purchase policy,the ground photovoltaic power station has ushered in a window period of development.While encouraging the development of new energy industry,in order to ensure the healthy,orderly and long-term development of the industry,the state promotes the competitive allocation of new energy,encourages bidding for electricity,and the new energy price continues to implement the mechanism of decline,which puts forward higher requirements for investment in new energy projects.Under the above background,the investment income of new energy projects has been further reduced and investment risks have intensified.For the ground-based photovoltaic power plants,it is also affected by factors such as national total control,local restrictions,regional power limitation,reselling roads or project cooperation and development.In the process of project development,it is very important to demonstrate the development plan of the project.Firstly,this paper makes a theoretical study of Shouguang solar energy development scheme in Shandong Province,determines the overall development program,through in-depth market investigation and project research,accurate positioning,combined with the actual situation of project development,formulates the system solution of project development,and through the risk analysis and economy of project development.To analyze and guide the management practice of project development,and to explore scientific and practical management mode and scheme of solar energy project development.
