Control of the constructional engineering investment is one of the important elements of the project management. Control of investment impact on project investment benefit directly and even impact on general objective for the project construction investment. Management of control of investment should be executed overall process of the project. As design phase has the most important influence on the project investment, so design phase is the key to determining project investment.At the present stage, control of investment in project design phase lacks a systematic, scientific and reasonable control and optimization methods.Value engineering is the modern management theories and technological economy analysis method on rational use of resources, maximizing the value. When it is applicated in constructional engineering design phase, it can lead to perfect function, reduce investment and improve the value of the study object. Moreover, it can create advantage conditions for optimizing management and promoting technological progress.Analytic Hierarchy Process as a combination of quantitative and qualitative evaluation method, its application helps to make accurate, objective evaluation for the technological economy performance of the value engineering study.Start from the characteristics of control of investment in design phase of construction project, author put engineering design divided into program design, preliminary design, construction design the three stages. Combination of value engineering and analytic hierarchy process, to study their application in the three stages.At the stage of program design, use analytic hierarchy process to build an evaluation model from alternative option and, analyse and calculate the weights of the evaluation factors. By fuzzy comprehensive evaluation method, according to the weights and scores of the evaluation factors, then calculate the technical scores of alternative option. At last, use the theories of value engineering, sum up the technical index and the value index, final can choose the best program by calculating the value coefficient.At the stage of preliminary design and construction design, to comfirm the study object of value through quantitative analysis of analytic hierarchy process, combined with value coefficient discrimination method, experience analysis and ABC analysis. Focusing on pile foundation, exterior wall decorative materials, and electromechanical equipment systems, through below aspects including analyse the features of study object, set up the evaluation model, create, estimate and optimizate the program, to explain how to effectively use the value engineering to do the control of investment. The SH building project use both value engineering and analytic hierarchy process, combined with other project management tools, to effectively control the investment of the project at the design stage, to achieve the desired investment objective, and still slight surplus. This also validated the points which author proposed that using both value engineering and analytic hierarchy process on control of investment at the design stage approach is feasible. Author hopes that its basic ideas of control of investment and application methods can be able to provide reference for the control of investment in construction engineering. |
