The time management of project,also known as project progress management,is oneof the three major managements of project,including many mature theories and methods at present.Other than engineering construction projects,the lack of attention on the progress control causes the fact that the planning consultation project is prone to periodic tardiness,which has become a major default risk inducement in consulting industry.The method of applying progress management in the planning consultation project is still in the early stage of exploration.The themes of this paper are how to optimize the process of planning consultation project via the method of progress management,put forward suggestions for improving the progress management of such project,and make the optimization process a reference case.The "New building materials industry development plan of Shishou City,Hubei Province"(H project),which has been won the bid and signed in 2017 by China Development Strategy Institute for Building Materials Industry(C Institute),is the supporting project of this paper.Taking the progress management of H project of C Instituteas the research object,via literature review method,this paper studies the theory and method of progress management which is based on critical chain,and makes a comprehensive analysis of the actual operation of the case project by means of on-the-spot investigation and interview,qualitative and quantitative analysis,case study method and so on.The decomposition method,critical chain method,network schedule chart,Gantt chart and other methods are used to optimize the project.The research conclusion is that the application of progress management method based on critical chain method has a good effect on the project progress management of soft science projects represented by planning consultation.This paper presents the content and process ofprogress management of similar projects based on case studies,and puts forward some suggestions on process management measures to ensure project progress.The case of this paper can provide reference for the research in this field or the progress management of planning projectimplementation.
