| Public management,although always regard "good" as the goal,but faith action does not necessarily cause a good ending,there may be inadvertently caused "evil" results,bringing public management disaster.Public policy,as the most commonly used tool for public managers,plays an important role in public administration.Good policies help solve public problems,resolve social conflicts and promote economic development.But not all policies can achieve policy goals as expected,and there are some policies that produce unintended consequences.Those unintended consequences have a huge impact on public management,and too many negative unintended results can even lead to public management failures.Photovoltaic industry is one of the new energy industry,and plays an important role in the energy strategy of countries all over the world.Wuxi City is not only considered as an important base for the national photovoltaic industry but also the "Sun Valley" of Jiangsu Province.The development of its photovoltaic industry has experienced a process from peak to the bottom.In this paper,the unintended consequence of photovoltaic industry is the starting point,and the study is divided into five parts.The first part summarizes the theoretical basis of unintended consequences.The second part expounds the relevant industrial policies and the expected results in the development of PV industry in Wuxi.The third part generalizes the performance of unintended consequences of Wuxi PV industry policy.The forth part uses related theories in the sociology,and analyzes the causes of those unintended consequences.The fifth part explores the implications of the unintended consequences on the development of the PV industry and explores how public management coping with unintended consequences.The government must identify its own role in industrial development while addressing unforeseen results,summing up lessons from failure and trying to avoid unintended consequences.Transforming unknowns into known helps government provides better Public Service. |
