Problems And Optimization Of Photovoltaic Industry Policy In China From The Perspective Of Public Policy Process

The environmental pollution caused by traditional energy has been paid more and more attention by the countries all over the world.And because it's a kind of non renewable energy,so it has become the inevitable choice to seek sustainable renewable energy for all countries.Solar energy is inexhaustible and pollution-free.It is generally recognized as the most suitable clean energy for development and utilization.China is a developing country with sufficient solar energy resources.To develop and utilize this clean energy can promote energy security,adjust energy structure,control environmental pollution,and realize low carbon economy.The photovoltaic industry is considered to be one of the industries with high efficiency of solar energy utilization.The pollution-free and sustainable photovoltaic power generation can promote the improvement of environmental pollution and energy structure.Therefore,photovoltaic industry is the most promising alternative to the traditional energy industry in the world,and may become the main industry in the future.As an important part of strategic emerging industries,photovoltaic industry is developing rapidly with the support of laws and related policies.However,in the process of development of photovoltaic industry in China,many problems inevitably arise.Among them,the imbalance of industrial chain in the upper?middle and lower reaches,the low competitiveness of industrial technology,the discarding of light power and the land of photovoltaic power station still perplex the photovoltaic industry.The reason is that from the perspective of public policy process,there may be some problems in photovoltaic industry policy itself or one or several links in its implementation process.Therefore,this paper takes China's photovoltaic industry policy as the research object,from the perspective of public policy process from the formulation,implementation,evaluation,adjustment and other aspects of the public policy of photovoltaic industry policy and other aspects of the existing problems,to optimize the PV industry policy recommendations.The research content of this article mainly includes seven parts.First,the introduction introduces the background and significance of this study,and reviews and reviews the research status at home and abroad from three aspects,such as the development of photovoltaic industry,the policy of photovoltaic industry,the effectiveness of the photovoltaic industry policy and so on.On this basis,the research content and the research method are put forward.Secondly,we analyze and introduce the related concepts of photovoltaic industry and public policy process,and provide theoretical basis for the analysis of photovoltaic industry policy.Third,the basic content and effect of China's photovoltaic industry policy are analyzed,and the policy content of China's photovoltaic industry is summarized from the aspects of financial subsidy policy,tax preferential policy,factor support policy,and renewable energy tariff annex policy,and the analysis of China's economic benefits,environmental benefits and social benefits is analyzed from three perspectives.The implementation of the photovoltaic industry policy.Fourth,using the perspective of public policy process,we analyze the PV industry policy from various aspects of policy formulation,implementation,evaluation and adjustment,and understand the current situation of China's photovoltaic industry policy.Fifth,based on the analysis of the perspective of the previous public policy process,the current policy process of photovoltaic industry in China is deeply explored.The problems include the lack of overall design,the lack of scientific degree of policy formulation and local practice,the conflict of the target of policy implementation,the game of interest,the deviation of the implementation of local government policy,the imperfect policy evaluation system and the unbalance of policy adjustment,etc.Sixth,aiming at the problem of China's photovoltaic industry policy,this paper puts forward some pertinent optimization countermeasures,such as strengthening the overall design of policy making,encouraging the public,enterprises and media to participate in the whole process of photovoltaic industry policy,reducing the interest game between the executive bodies,correcting the execution deviation,perfecting the policy evaluation system,and balancing reasonable equilibrium.The adjustment of policy is true.Finally,for the conclusion and prospect,we summarize the research in this paper,and prospect the future development of photovoltaic industry and policy in China.
