The industrial park project based on the transformation of old industrial buildings(OIB)has its systematic management and multiple comprehensive benefits.At present,there are problems with the transformation,light transport,reuse,and light management of industrial parks,which make the operation and maintenance(hereinafter referred to as O&M)stage of the industrial parks face many cost management problems.Compared with the design and construction phases,the industrial park project of OIB function transformation has a longer life cycle and higher cost.Moreover,the related cost management studies in the past were mostly focused on construction costs,and lacked exploration and construction of the cost management model for the operation and maintenance phase of the industrial park project in which the old industrial buildings were transformed.For the purpose of improving the economic benefits of the transformation of old industrial buildings,this paper relies on the national natural science foundation of China project "Study on the mechanism of Green Energy-Saving Oriented Function Transformation of Old Industrial Buildings".Firstly,through sorting out the previous research literature and extensively in-depth practice and research,we classify the cost elements of the operation and maintenance phase of the industrial park project for the transformation of old industrial buildings,and classify and summarize the factors affecting the cost of this stage,and establish the cost influencing factors system,and then build an industrial park project operation and maintenance cost management model based on the mixed model of the transformation of old industrial buildings.The model includes two stages of exploratory and corroborative analysis.In the exploratory analysis stage,the sample data were collected through questionnaires and factor analysismethod was used to find out the key influencing factors.Then the importance index of key influencing factors was calculated.In the stage of confirmatory analysis,interview-type verification was first performed on the key influencing factors that were difficult to quantify;secondly,the Tobit model was used for regression analysis of the key influencing factors that were easy to quantify,and the importance of key influencing factors was verified.Finally,the suggestions and countermeasures for the cost management in the operation and maintenance phase are put forward to provide reference for the cost management in the operation and maintenance phase of the industrial park project.In this paper,through the case analysis of an old steel factory in Shaanxi Province,the feasibility and good application value of the model are demonstrated.
