The Research On Application Of PPP Mode In HF Highway

Highway is a bridge bringing a country to a modernization and the only way which must be passed to develop modern transportation industry.Since we entered the new century,China's economic development has made remarkable achievements,and has maintained a high-speed growth.During "Thirteen five" period,our country's economy is expected to develop rapidly at a speed of 7%.With the development of economy and urbanization,China's needs of highway construction continue to increase.China Development and Reform Commission made it clear that the "Thirteen five" period is a critical time during which the highway speeds up connecting each other.However,China's local fiscal revenue slowed down,debt and financial pressure increased.Traditional model which relies on the government to invest cannot continue to play a role in constructing highway.In order to both meet the growing demand for infrastructure such as highways and reduce local financial debt as well as reduce financial pressure,GOC promoted the PPP model.PPP model can activate the social capital and take it into the field of highway investment.It can not only increase the investment channels of social capital,but also reduce the government's financial pressure to achieve "win-win" or "multi-win" results.The PPP model in China has made some achievements,but it also exposed some problems.Therefore,it's necessary to do some deeper research about applying the PPP model.This paper mainly studies the actual application of PPP model in highway project,tries to summarize the problems in practical application,and puts forward the solution.This paper first introduces the research background and research significance,summarizes the research status at home and abroad On the basis of predecessors' research,and puts forward the research methods and research contents.Then it introduces the relevant theory of PPP model and summarizes the development and existing problems of it in China.Then,taking the HF expressway project as an example to introduce the basic situation of the project analyze the necessity and feasibility of applying the PPP model.Then,starting from the specific application of PPP model in the project to introduce its business model,investment estimation,fund raising,financial evaluation,risk allocation scheme.Finally,it summarizes the problems existing in the application of the PPP model in the HF highway and puts forward some reasonable suggestions,hoping to provide some reference for the concrete application of the PPP model in China's highway and infrastructure construction.
