New international situation,surrounding security situation in China,domestic economic and social system situation,military combat and army organization,the objective demands above make the decision that we must insist on the military strategic principle of active defense,which aims at winning local war on the condition of informatization,curbing conflicts and the outbreak of warfare.Military construction plays a pivotal role in strategic defense as it is the crucial goals and the important barrier of command systems and infrastructure at wartime.However,the standardization degree of material delivering,quick response process and evaluation outline is forming a bottleneck of contingency support capability for military construction.On military construction emergency protection,academic research is mainly focused on target optimization,technology selection and efficiency parameters,but there has not yet formed a systematic research about contingency support capability for military construction.Thus,this paper attempts to present evaluation system for military construction contingency support capability(MCCDC),and to develop it with comprehensive evaluation method.Focused on military construction contingency management,this paper defines the military construction emergency support capacity(MCCDC)via data collection,research and analysis.On the basis of synthesizing military construction features,military game theory,emergency management theory,comprehensive evaluation theory and a large amount of literature,the index factors that influence on MCCDC are established,the evaluation index system are selected through SPSS analysis and structure equation.And based on the above,the logic framework of data layer,application layer and user interface layer is built,and the system is developed by C# to achieve the functions for decision-making such as information entry,weight setting,fuzzy comprehensive evaluation and assessment results output.Finally,the index system,evaluation method and the software are applied in *** airport,an actual work,to prove the feasibility for the evaluation research of MCCDC.
