Theoretical And Practical Research Of New City Overall Urban Design Under Action Planning Concept

The development of new cities is an effective method of the new-typeurbanization. As the speed of China’s urbanization is getting faster and faster, newcities’ problems, such as excessive development, over positioning and low occupancyrates, are getting worse and worse. Urban design can help solve these problems in thearea of urban planning. However the popular urban design method is not suitable fornew cities’ development environment and it has the shortages of changeless method,single content, and blueprint results. As a result, it’s hard for the popular urban designmethod to guide rational development of new city construction.The study analyzes and summarizes the experience of successful new city design,and proposes that introducing action planning idea into urban design is an effectivemethod of improving and perfecting urban design. This article summarizes theintension, characteristics and content of action planning on the basis of the exsitingresearch and practice. Taking the advantagies of action planning in guiding new cityconstruction in the near future and project management, the article constructs the newcity urban design system under the concept of action planning. This system includesthe overall phases and contents of city construction, namely new city develop mode,develop location, and develop strategies, project management, coordination of designresults and public participation. The new method stresses the market connectivity,dynamic environment and implementation. Urban design method is used during thewhole process of city development to guide the new city’s contruction.The study takes Xianghe Yunhe New City as an example to introduce theapplication method of new city urban design under the concept of action planning indetail. The article concludes preliminary data research before design, the developmentaim of Modern ecological service destrict, strategies of Industrial spatial ecologicaland cultural development. It also uses the motive-path analysis method to confirmthe city construction phase and key points, sets up city construction project library andconstitutes dynamic design results. It is a useful exploration of applying actionplanning into new city urban design, and it becomes a propagable mode for designwhich helps promote new city development efficiency.
