International Experience Research On The Resilient Development Strategy Of City Under The Influence Of Climate Change

In recent years,due to the impact of climate change,global cities are more and more threatened by disasters.Cities are increasingly concerned about ho-w to develop resilient cities.In the current situation,many disasters are still difficult to predict,and the ability of cities to resist these disasters is also generally low.Therefore,improving urban resilience and developing resilience cities have become the theme of urban planning in the world today.Therefore,how to carry out flexible urban development under different backgrounds,evaluate urban toughness,and adopt what methods,measures and means to carry out actions are the core issues of this paper.This article starts with the development of the ductile cities in foreign countries.Through a large amount of collecting and sorting out the data,the paper studies the developing methods of developing the resilient cities in foreign countries and analyzes that the types and characteristics of action plans and implementation measures in response to different disasters or potential threats,as well as the corresponding means of implementation.The main conclusions of this paper are as follows: Firstly,under the influence of climate change,the cities of various cases are mainly threatened by sea level rise,high temperature heat waves,rainstorms,floods,hurricanes,extreme cold and other extreme weather.Secondly,Current cities are assessed mainly through hazard risk assessment and urban resilience framework to determine the size of the risk faced by the city and the strength of its resilience.Thirdly,the strategy of resilience urban development mainly includes four types: macro public policy,guidance strategy in planning and design,engineering technology strategy and action.Characteristics of the development strategy are mainly reflected in the diversification.During the development of resilience City,we can take the government as the leading factor in the development of resilient cities and coordinate with many parties to establis-h and perfect the evaluation system of resilient cities.We can also establish a guiding technical route,different disasters and different measures,promote action plan and promote the landing to guarantee of development strategy can be effectively implemented.Lastly,in the future,our country should pay more attention to and deal with the traditional and new disasters in cities,enhance the im-plementation of rensilent strategy,and adopt ways of management and supervision according to local conditions.
