At present,in the progress of new-type urbanization,along with the gradual slowdown of economic new normal speeding up,formerly the mode which takes rapid development as the theme has already no longer met the requirements of new-type urbanization,so as to make the development of small-town transform to a higher layer.Especially to the small-town near the big cities where located in a intermediate zone between the center city and the villages,which need transformation more urgently.Therefore,to think about the problems produced when the development till now of the small-town near the big cities,and the development countermeasure of future new-type urbanization,and problems like how to play a leading role to nationwide small-town in realizing the sustainable urbanization,will be playing an important role in assistance of city-countryside integration and expanding the related scope of economic radiation,and be having a significant meaning of research in the comprehensively building the socialist modern country.The article is established in it,and the main research goal is to conduct research on small-town in the surrounding areas and its development,to analyze its characteristics and the existing significant problems,to explore the unique dynamic mechanism of small-town in surrounding areas of big cities,to construct the relating countermeasures for the development of the small-town in the surrounding areas of the bid cities.In the first part,through literature research method,the article has defined the relating concept and developing theories of small-town around big cities.In the second part,through the theoretical analysis method,to conduct the comparative analysis to the development of small-town before and after the new-type urbanization,which further analyzes the developing characteristics and main problems exist in development of small-town around big cities.The third part concludes experience from the learned lessons of the development pattern in domestic and overseas representative regions,to absorb its extract and to get rid of its dross.To take the particularity of the small-town territory in the surrounding areas of big cities as the starting point,to discuss the strategy for the development of small-town around big cities in our country under the background of new-type urbanization,and to compose the new-type urban-rural relationship between big cities and small-town around big cities.The fourth part indicates the development phases and development trend of small-town in Baoding City at present,through case argumentation method,to take Caohe Town of Baoding City as a real case,to analyze the basic situation of Caohe Town,and to propose the relating measures that are appropriate for the development of Caohe Town of Baoding City tentatively.This article selects the small-town around big cities as the object of study,and through the analysis on its development phases,development characteristics and main conflicts and problems exist in the development,indicates the insufficiency and imperfection of the present traditional urbanization mode of big cities.On the basis of absorbing the learned lesson of domestic and overseas classical urbanization mode,it composes the development measures of small-town around big cities.Under the overall background of Beijing-Tianjin-Hebei cooperation and construction of Xiong'an new district,the small-town in the outskirt of Baoding city became the important district to carry on the function of Beijing holiday relaxing,and to relieve the function of Beijing as non-capital region,and is the best undertaking place of Beijing-Tianjin district tourism overflow and industry evacuation.It takes Caohe Town of Baoding City as the real case for analysis,provides countermeasures and suggestions for the urbanization research of Caohe Town,and assists the development of Beijing-Tianjin-Hebei integration and dynamic mechanism.At last,integrated layout,from all aspects including industry,culture,ecology,financing channels and national policy,combine with its development condition,formulate the development
