In recent years,with the acceleration of urbanization progress,urban rainstorm waterlogging disasters' frequency,intensity and the resulting loss has increased yearly,it has become one of the major meteorological disasters that affect the social and economic development of China's cities.The main urban areas of Xuzhou is affected by the monsoon climate,that with frequent rainstorm in summer and concentrated rainfall.In addition,the downtown is combined with special terrain,which like the bottom of the pot,and the complex water system of one city with three domains,it'll easily lead to frequent waterlogging disasters,which not only affect the social and economic development,but also endanger public safety.As a basic work of disaster prevention and mitigation,the scientific evaluation of urban waterlogging hazard risk is of great significance to ensure the harmonious and stable social life and promote the sustainable development of national economy.First,based on the mechanism of the formation of urban waterlogging disaster and the related theories,this paper established an index system of risk assessment of waterlogging disaster in Xuzhou's main urban area.This index system includes four aspects,such as the risk of disaster-causing factor,the sensitivity of pregnancy disaster,the fragility of disaster-bearing body and capacity of disaster prevention and mitigation.The index weights were determined by the combination of entropy method and Analytic Hierarchy Process.Then,the evaluation model was established by using the fuzzy comprehensive evaluation,and the data was processed by using GIS and RS.By GIS technology,the map of natural hazards,the environmental sensitiveness to disaster,the vulnerability of regional disaster bodies,disaster prevention and mitigation capacity in Xuzhou could be achieved.Finally,we got the distribution results of waterlogging disasters risk in research area using the established model,and verified the results using survey data of waterlogging disasters.The result of application verification shows that the distribution of risk of intrinsic disasters in the urban areas of Xuzhou is basically in line with the actual situation.It can provide theoretical basis for the relevant departments to understand the intrinsic disaster risk status of each region and formulate disaster prevention and reduction plans and countermeasures.
