At present,China is in a period of rapid development of urbanization,while the rapid development of urbanization bring economic growth and improved living standards,Simultaneously,bring the rainstorm waterlogging disaster has become a major problem in China’s major cities,to avoid waterlogging disaster of major cities,the small-scale area of New-type Urbanization in the future should according to the rainstorm waterlogging disaster risk assessment work in the small-scale area.The old city in Yun yang County of Hubei Province as an example in this study,this study is based on existing domestic major waterlogging hazard assessment comparison,we came up with a new waterlogging disaster evaluation system which is composed of waterlogging risk assessment and scenario simulation,to evaluate waterlogging disaster of the small-scale area—Old Town of Yun County from whole to parts.Firstly,reference the experience of waterlogging disaster risk assessment in other regions,construct a waterlogging disaster evaluation system of the city in Yun yang County of Hubei Province,Calculate the weight of eight indicators in the evaluation system with the objective weighting method—entropy method,on this basis,construct waterlogging disaster risk index calculation model,divide the old city into five regions and assess waterlogging disaster risk to them.We came to the conclusion in the end: The waterlogging disaster risk index of basin area is the highest,Followed by plain area and riverside area,finally foot of blackrock mountain,black rock hill area almost no waterlogging.After evaluat waterlogging risk of the city in Yun yang County with Evaluation System,Combine the Scenario simulation,Simulate the waterlogging disasters of Old Town with Mike Flood software,the simulation results is the evaluation results of the new evaluation system,then compare Scenario simulation results with Status Survey data of waterlogging point in old city,to Verify the rationality of the new waterlogging disaster evaluation system which is composed of Waterlogging Risk Assessment and Scenario simulation.The results show that: the Scenario simulation results and Survey data of waterlogging point in old city are consistent,but for human factors caused individual waterlogging point can not be displayed in the Scenario simulation results,in general,the new waterlogging disaster evaluation system which is composed of waterlogging risk assessment and scenario simulation can evaluat waterlogging risk of the small-scale area accurately,and on this basis,we came up with waterlogging disaster management program of Yun yang County of Hubei Old Town with LID.
