Risk Assessment Model Of Urban Waterlogging Disaster Based On Sponge City

In recent years,the frequent urban waterlogging disasters have had a huge impact on economic development and social stability,and the lives of residents have also been seriously threatened.It is of great significance to study the risk and prevention of urban waterlogging disasters for urban public safety.Based on the concept of sustainable water management in sponge cities and the basic theory of risk assessment,this paper systematically studies the risk assessment and prevention of urban waterlogging disasters.The main research contents of this article are as follows:(1)Based on the concept of sponge city,Analyze the factors that affect urban waterlogging from three aspects: environmental factors,urban construction factors and disaster reduction measures,including natural environment,urban development environment,urban rainwater system,urban road construction,government disposal,sponge measures,emergency disposal,etc.(2)Based on the analysis of urban waterlogging risk factors,the urban waterlogging risk assessment index system was constructed from the perspective of disaster-causing and disaster reduction,and 10 second-level indicators and 28third-level indicators were proposed.The indicators are quantified based on technical specifications,regulatory planning,etc.and the calculation formulas are listed to explain the meaning of each indicator.(3)Based on various normative standards,the standard of risk level evaluation was formulated,and the risk level was divided into five levels: mild,normal,medium,serious,and particularly serious;the ring weighting method was used to determine the index weight,and the set pair analysis-variable fuzzy was introduced Established a risk assessment model for urban waterlogging disasters.(4)Based on the urban waterlogging disaster risk assessment model,the waterlogging disaster risk in Shenzhen was evaluated.The assessment results show that the risk level of waterlogging disasters in Shenzhen is at a “serious” level;the analysis of specific indicators shows that Shenzhen is the prevention and treatment of waterlogging disasters in urban areas in the design and maintenance of drainage facilities,governance of ecological waters,coordination of departments,and public risk education weakness.(5)Based on the analysis and analysis of waterlogging disasters in Shenzhen,relevant suggestions on waterlogging prevention and control were proposed: increase residents ’awareness of risks,and strengthen online and offline Propaganda and education;the design standards of drainage facilities were improved,and the maintenance of pipelines and their appendages was strengthened;the improvement of river channels was strengthened to ensure the ability of river channels to flood;To the construction of sponge cities,build low-impact development facilities,promote the concept of green and sustainable water management;strengthen the coordination and communication of inter-departmental governance,establish an urban emergency management information sharing mechanism,improve governance efficiency.
