With the rapid development of cities in our country and the advancement of the modernization of our country because of waterlogging disaster losses and the number of occurrences of,strength continuously increased,waterlogging disaster has become the main natural disasters affecting urban social and economic development,one of the effects on the human economic society and damage to the ecological environment is more and more big,therefore,for the urban waterlogging disaster risk management research more and more urgent.Aiming at this phenomenon,this paper uses the index system method,on the basis of related research at home and abroad,analyzes the mechanism of urban waterlogging disasters and determining the evaluation index system,the mean respectively introduces unascertained clustering theory,entropy value method and analytic hierarchy process(ahp),thus constructs the comprehensive evaluation model of urban waterlogging disaster risk,the main research content is as follows:(1)The index system for risk assessment of urban waterlogging disaster was studied and constructed.Through consulting relevant literature,this paper analyzes the current research results and data and summarized,from urban waterlogging disaster risk factors to form the basic mechanism and properties of,and compliance evaluation method and the principle of the index selection,based on risk,subsquently environmental hazard-formative factors sensitivity,the vulnerability of hazardaffected bodies and disaster prevention and mitigation capacity in four aspects,and consider the importance of each risk factor,and constructs the waterlogging disaster risk evaluation index system of city.In addition,the 14 risk evaluation indexes were characterized,quantified and graded respectively,and the risk evaluation criteria of the evaluation objects were formulated.(2)The comprehensive evaluation model of urban waterlogging disaster risk was established.In this paper,combined with the natural disaster risk assessment and related average clustering theory,will select 14 indexes as a risk evaluation model of unascertained measure confidence index,based on the index system were constructed unascertained measure function of each index,and by using entropy value method and the combined method of analytic hierarchy process to determine the combination of each evaluation index weight,according to the level of confidence identification criteria of urban waterlogging disaster risk,the level of confidence determination to study constructed based on the unascertained average clustering theory of comprehensive evaluation model of urban waterlogging disaster risk.(3)Example application.The evaluation model constructed in this paper was used to comprehensively evaluate the risk of waterlogging disaster in the downtown area of zhengzhou,and the results were verified by combining with the actual disaster distribution data.The results show that the risk distribution of waterlogging disaster is basically in line with the actual situation,which verifies the feasibility of the model,and puts forward the corresponding countermeasures according to the actual waterlogging situation.
