Since the third Plenary Session of the 18 th CPC Central Committee,China has taken the overall deepening of the state-owned enterprises reform as the key areas.Stateowned enterprises need to continuously promote the transformation and development through the innovation of ideas,systems,management,and technology.Since a large part of state-owned enterprises exist in the form of enterprise groups,from the perspective of optimizing top-level design,the improvement of the management and control functions of the Group’s headquarters and its ability to create value are crucial.H group is one of the key provincial enterprises,how to combine the practical development of state owned enterprises,use effective methods to realize the transformation of enterprise group headquarters’ value creation,and meet the needs of reform and development,is the current need in the reform deepening of H group which needs more attention and study.This paper collects the problems existing in the value creation of H Group headquarters,including management mode,organizational structure,industry coordination,the level of investment and financing,and airport construction management.Then the paper analyzes the causes of these problems.Based on the existing problems,the orientation of the transformation of the headquarters of the H Group will be clarified: service specialization,innovation of functions,dynamization of capability,and elitism of talents.Combined with the development and the actual situation of the H Group,the paper proposed seven countermeasures to enhance the value creation ability of the Group headquarters: first of all,to improve the organization and management mechanism.Secondly,to upgrade strategic planning and guiding.Thirdly,to optimize the human capital.The fourth way is to create a resource allocation and financing operation platform.The fifth way is to enhance the coordinated developing ability of industry.The sixth way is to enhance the intelligentialized operating level.The seventh way is to strengthen risk prevention and standardized management. |
