| The focus of Chinese freeway is developing from construction itself to modern management whose mark of turn point is the formation of the main freeway network and its demand of information transformation and exchange. During the last 1990s, almost every freeway construction department of domestic province has begun to consider the freeway network toll collection system within its scope. The technology of the network toll collection has become the necessary trend of the freeway toll collection. The network toll collection is the important means to solve the side effects because of the toll collection by ITS.The objective of the research and development for Freeway Network Toll Collection System (abbreviated for FNTCS) is to better freeway transportation system's safe; to improve its efficiency; to reduce the additional energy consumption and environment pollution caused by traffic congestion; to meliorate the travel's convenience, mobility and comfort; and to enhance the social-economic adaptation of the freeway network as a whole further. The comprehensive evaluation of the FNTCS' social-economic impact is critical to not only realizing the scientific investment to the freeway but also improving the project's social-economic efficiency and its sustainable development. Because the social-economic impact of the FNTCS characterized by the application of high-tech always demonstrates in an intangible and indirect way, the evaluation procedure for the traditional transportation construction can't be applied to FNTCS directly.According to the FNTCS technological and economic character, using the related theory and method of systems engineering and transportation systematic analysis synthetically, the paper constitutes the evaluation index system, and discusses the Delphi—Fuzzy integrated method of quatization for the quantity index; builds the Comprehensive Entropy-AHP/Hybrid Topsis model system based on the evaluation method for the traditional transportation infrastruction, the cost-benefit analysis and with-without method and the multi-layer multi-type multi-objective of the index system; brings in precise, interval and triangle fuzzy attribute index , applicates the model system on Guangdong FNTCS social-economic impact's comprehensive evaluationwhose statistical result indicates that the model is valid and useful; puts forward some prospects for the future comprehensive evaluation of the FNTCS socil-economic impact in the end. |
