The power industry is of vital importance to the national economy and the people's livelihood.With the rapid economic development in China,we need to build a large number of transmission projects,substation projects and power distribution projects.And the substation as power hub is particularly important.Therefore the construction of substation with different voltage levels is an important task of power grid construction in China.However,the quality management level of China's current intelligent substation construction project is still not high.In recent years,different kinds of quality issues throughout the country emerge one after another.After the investigation and research,it is found that the management organization lacks an objective and scientific evaluation index system for quality management in the management process of the intelligent substation construction project,which causes the management organization to have strong subjectivity and one-sidedness in the quality management evaluation of this kind of project.This situation has caused an impact on the continuous improvement of quality management level.Focusing on 4 aspects-the quality planning,the quality assurance,the quality control and the quality improvement,the author investigates the actual situation of the YT220 kV intelligent substation project's quality management.Combined with the actual situation of the project's quality management,the advantages of ISO9000 theory and the advantages of Baldridge excellence performance model,the author constructs the evaluating index system of this project's quality management.The index system consists of 6 class indexes(the leadership,the quality planning,the quality assurance,the quality control,the quality improvement and the operation results)and 27 second indexes.Each index is given the reasonable interpretation.The author uses Delphi method and analytic hierarchy process method to obtain the weight of each index in the evaluation index system,and then uses the fuzzy comprehensive evaluation method to evaluate the quality management of YT220 kV intelligent substation construction project.Finally,the author makes a deep analysis in the evaluation results and the deficiencies of the quality management in this project are excavated.What's more,the corresponding improvement measures are put forward.
