The world today is marked by changes unseen in a century,and the combined impact of the climate crisis,energy crisis,and economic crisis has brought unprecedented challenges to global economic and social development.As an important way to mitigate climate change,ensure energy security,and promote economic recovery,the significance of clean energy in the global political and economic landscape continues to rise,and the global race to lead the development of clean energy has intensified,which underlines the geopolitical implications of clean energy supply chain.Recent years have seen the fierce competition between major powers on critical minerals,clean energy technologies,and the construction of supply chain partnerships,and the weaponization of clean energy supply chain is posing a serious threat to the security of global clean energy industry.Under the strategic considerations of state,the market dominated trading space is increasingly limited,and the shaping of clean energy supply chains is not only an economic issue that just needs to follow the cost-benefit principle,but also a strategic security issue related to energy geopolitics and industrial development.The EU attaches great significance to clean energy,and take it as an important way to achieve energy independence and to dominate the economic system in the low carbon future.Under the influence of COVID-19 pandemic,the Russia-Ukraine conflict,and great power competition,the EU is increasingly concerning the security of clean energy supply chain from a geopolitical perspective,and has taken a series of policy measures to reshape it.In order to understand the logic,reasons,strategies,and impacts of EU’s strategic adjustment to the clean energy supply chain,this paper analyses the concept of clean energy supply chain and its geopolitical implications,and explores the logic that play an important role in shaping the clean energy supply chain,that is the free market logic and geopolitical logic,and forms the analytical framework of this paper.Based on the official documents and policy initiatives of EU,this paper discusses the geopolitical shift in EU’s clean energy supply chain policy and explains its driving factors,including the relative disadvantages and security pressures in EU’s clean energy supply chain under the free market logic,the change of international landscape and the amplification of clean energy supply chain’s geopolitical implications under the global race to net zero.This article further explores the EU’s strategies on reshaping its clean energy supply chain under the geopolitical logic,which can be summarized as localization,standardization and partnership.At present,the EU has made some progress on reshaping its clean energy supply chain,but it still faces various challenges such as energy price,shortage of funds and environmental protection.Since the EU plays an important role in global clean energy market,its strategies to reshape clean energy supply chain will have an important impact on the global clean energy geopolitical landscape and China’s clean energy industry.At present EU’s strategy faces various challenges such as energy price,shortage of funds and environmental protection,so its influence will be limited in a short term.But in the long run,Chinese clean energy enterprises need to take preventive measures to cope with the negative effect of EU’s reshaping on its clean energy supply chain.China should properly handle its clean energy cooperation relationship with the EU,facilitate effective communication between the two sides,promote a de-geopoliticized approach on clean energy cooperation,and provide a favorable international environment for the development of China’s clean energy industry. |
