Research On Promoting General Aviation Development By Local Government In Inner Mongolia

General aviation is a strategic emerging industry,which plays an important role in promoting the development of general aviation industry,optimizing economic structure,promoting industrial upgrading and raising public services.This paper based on the research of Inner Mongolia local government to promote the development of general aviation,analyzes the status,problems and reasons of Inner Mongolia local government to promote the development of general aviation,and puts forward the countermeasures and suggestions for the local government of Inner Mongolia to promote the development of general aviation,aiming at providing the theoretical support and realistic basis for the local government of Inner Mongolia to promote the development of general aviation.The "introduction" discusses the reason and significance of the topic,combs the existing research results at home and abroad,expounds the contents and methods of the research,and points out the innovation points and shortcomings.The first chapter,"related concepts and theoretical explanations",defines the concepts of local government,general aviation,civil aviation and general aviation industry,and discusses the basic viewpoints and main contents of the theory of government function,public goods,social governance and PPP.The relevance between these theories and the research in this paper is pointed out.The second chapter,"the present situation of the local government in Inner Mongolia to promote the development of general aviation",examines the management system,policy measures and working results of the local government in promoting the development of general aviation in Inner Mongolia.The third chapter,"the importance and feasibility of the localgovernment in Inner Mongolia to promote the development of general aviation",discusses the importance of the local government in Inner Mongolia to promote the development of general aviation,analyzes its development advantages and feasibility.The fourth chapter,"the problems and causes of the local government in Inner Mongolia to promote the development of general aviation",analyzes the existing problems of the local government in Inner Mongolia to promote the development of general aviation,and probes into the reasons for these problems.;The five chapters "the experience and inspiration of the domestic and foreign governments to promote the development of general aviation" respectively introduced the experience of the domestic and foreign governments to promote the development of general aviation,and pointed out the enlightenment of these experiences to the local government of Inner Mongolia to promote the development of general aviation.The sixth chapter,"the path choice of the local government in Inner Mongolia to promote the development of general aviation",discusses and puts forward the countermeasures and suggestions of the local government of Inner Mongolia to promote the development of general aviation from the aspects of ideology,system and mechanism,operation environment,etc.The conclusion puts forward the conclusion of this paper and points out the innovative significance of this paper.
