Research On The Government Functionin Promoting The General Aviation Industry' Sdevelopment Of Z Municipality

General aviation industry is a strategic emerging industry system with general aviation flight activities as the core,covering the whole industrial chain of general aircraft research and development,manufacturing,market operation,comprehensive support and extended services.The development of Z municipality's general aviation industry is conducive to strengthening the status of Z municipality as a national comprehensive three-dimensional transportation hub,accelerating the construction of a national central city,promoting industrial transformation and upgrading,and enhancing the radiation driving capability of the Central Plains Economic Zone.However,the development of general aviation industry in Z municipality is still in its infancy.In order to promote the rapid,balanced and stable development of the industry,it is difficult to realize only by the regulating role of the market in the allocation of resources.The government must take the lead.Through correct decision-making,scientific planning,policy guidance,resource integration and other ways,the government and the market can cooperate effectively to form a joint force for the sustained and healthy development of the general aviation industry.(1)This paper takes the government function as the breakthrough point to sort out the government's function in promoting the general aviation industry.Through the interpretation of the connotation,extension and characteristics of the three concepts of general aviation,general aviation industry and government role,and the detailed interpretation from the three dimensions of market failure,government role and public goods,a certain theoretical foundation has been laid for the promotion of government functions in general aviation..(2)Taking the development of the general aviation industry in Z municipality as an example and according to its actual situation,this paper studies the role of the government in the management mechanism,infrastructure construction,policy support,investment attraction,industrial cultivation and other aspects,as well as the existing problems,analyzes the causes of these problems,and carefully analyzes the impact of these factors on the development of the general aviation industry Influence.(3)This paper selects three major domestic cities that are very characteristic in the development of general aviation,Xi' an,Wuhan and Shenyang,and through studying their achievements in the development of general aviation industry,analyzes emphatically the functions of these three local governments in promoting the development of general aviation industry,so as to provide reference experience for the government functions in the development of general aviation industry in Z municipality.(4)This paper focuses on the role of the government in the development of general aviation in Z municipality and puts forward the countermeasures to perfect Z municipality government in promoting the development of general aviation industry.That is,in the development of the general aviation industry,the government should do a good job in top-level design,straighten out the management system,scientifically plan the rational layout,increase the policy support,improve the supporting infrastructure construction,speed up the cultivation progress of the healthy market system,improve the resource integration ability,enhance the public service guarantee function,handle the relationship between the government and the market in the allocation of resources,give full play to the role of the government in the perfection of the general aviation development mode of Z municipality,and form a good operation mechanism,so as to solve the problem of the relatively lagging development of the general aviation industry in z city and realize the expected development goal of the general aviation industry in Z municipality.
