Research On Electric Energy Settlement Method Under The Pre-listing Balancing Mechanism

The electricity settlement in the electricity market directly affects the economic interests of the market members.A fair and reasonable settlement is the key factor for the successful operation of the market.At present,China's electricity market gives first place to medium and long term transactions,and the physical contract power needs to be implemented in the operation of the power system.There may be a deviation between the measured quantity and the quantity of the contract electricity in the event of an ex post settlement,which leads to the problem of deviation settlement in electricity settlement.With the deepening reform of China's electricity market,the proportion of market-oriented electricity will gradually increase,leading to the decrease of basic electricity,which makes the current settlement approach using basic electricity to undertake electric quantity of deviation will no longer apply.How to deal with the deviation of electricity has become a difficult problem in the settlement of electricity.In this paper,a settlement method under the pre-listing balancing mechanism is proposed.The settlement price of the components can be determined according to the cause of the deviation of electric quantity,which makes the settlement of electricity more fair and reasonable.The work is as follows:The variety of electricity trading,the balance mechanism of dispatching and the settlement mechanism of electricity are compared and analyzed in the typical electric power market of foreign countries,such as the POOL electricity market,the BETTA electricity market,the PJM electricity market and the ERCOT electricity market.The operation mode and basic components of the mature electricity wholesale market are summarized.By studying the electricity settlement mechanism in the typical electricity market,it provides the basis for formulating the electricity settlement method suitable for the electricity wholesale market in China.Based on the research of the typical power market above,the pre-listing balancing mechanism is put forward in combination with the current situation and development trend of China's electric power market.This paper analyzes the causes of the components of the deviation electricity,and puts forward the calculation model of the decomposition of the deviation electricity according to the causes,and gives the calculation method of the quantity and the price of each component.Considering of business demand from electricity settlement,the cost calculating model of market members under the pre-listing balancing mechanism is established.Next,The data flow and capital flow of the electricity settlement business are put forward.Furthermore,an example is given to demonstrate the effectiveness of this method.The settlement result shows that the proposed method is more fair and reasonable.It can not only ensure a reasonable profit for generation firms providing the reserve,but also punish members who cause the imbalance for their own reasons.
