Ever since a long period ago,the administrative structure which consists of three-level bureau of province authority,the state(or municipal)management station and the districts management department has adopted a dilatory way in cooperation and supervision in transportation industry,and that has resulted inefficiency and consumption for government officer as well the lack of scientific and technological background in industry management,the whole transportation sector has suffered considerable burden so that transportation efficiency and service quality must be improved of a great urgency.Moreover,the traditional circulation of documentary paper version in administration offices has resulted a lot of labor,material resource,so the specific businesses department is prepare to set up an E-Government system which may decrease the intensity of supervision and be able to create a transparent administrative procedure between institutions,accordingly provide better services to the public and enterprises.Thus transportation sector has enhanced its competitiveness through The Roadway Transportation Management Information System,so as to lower the cost and improve the efficiency for the procession,provided more convenient,flexible administrative services for the industry and the communities.This system has been developed in ASP.NET technology platforms,the underlying framework using SOAP and its working manner is Web Services,the establishment mechanism is MIS based on Web,with SQL Server features of Reporting Service 2008.The development.procession of the system is to use the techniques of MPLS-VPN technology,SDH mechanism and some related technique such as the techniques of cryptography,dynamic web technology such as AJAX.The system which has comprised key industries of transportation,such as passenger transportation,freight,dangerous-goods transportation,repairing,driving-training,vehicle stations,lettings,career qualification,Administrative auditing.etc has been open to administrative agencies totally and accommodated the various needs of the processions.The subsystem is capable of disposing all sorts of manipulation involved in administrative procedure,such as information inquiry,statistics,reports-generating,documentary printing.The platform can be able to fully integrate with other systems for the reuse of data or other purposes,and fully support the integrative procession of data and business.The capacity of the database which has been designed to accommodate hundreds of thousands of vehicles,road-transportation practitioners,transportation-proprietor information,and the guarantee of the real-time data processing and data-interchange is of a great concern in this project.According to the requirements of networking between nationwide and provinces,front-end processor and data-interchange software has been installed,so data about transportation between the country ministry and the provincial administrative authority has been interchanged conveniently and all kinds of information of the road-transportation industry uploaded on time.The transportation management information system which is to cover up the three-level bureau of the administrative structure to exchange information,has realized online office,basic procedure of transportation-management,eliminated the mutual islands of isolated information between business organization and can render the transportation industry to achieve real-time data sharing and business collaboration,protected the uniqueness and validity of data,provided more swift and accurate industry statistics data for the top level decisions.
