Study On Rural Roads Maintenance In Ouhai District Of Wenzhou

Rural roads,as the important part of the national highway network and leading,basic public facilities,are playing a pivotal role in the promotion of rural social and economic development.Xi Jinping,the General Secretary of China,stressed repeatedly that the rural roads as a systematic project should be "well built,well managed,well protected and well operated".For highway,protection and operation is more important than building.Hence,the management level determines the road conditions and service life to a certain extent.,the same as the rural roads.With the advancement of construction of rural roads Kangzhuang project and networked highway system,Since the year of 2006,Ouhai district has established comparatively perfect rural road network system,the network of the rural roads has been finished.However,the pressure of managing and operating the roads is increasing,and numerous problems have risen,such as backward construction management system,lack of construction fund,ambiguity of the responsibility of the managers and the shortage of efficient management.In order to solve the problems,this study conducted a wide range of detailed research of the current management and operation situation of Ouhai district rural roads by using the research methods such as literature method and field investigation method,and following the order of general research from the general to the individual research.The results showed that the overall situation of rural road management and operation in Ouhai district of Wenzhou city is satisfactory,which provides a good road guarantee for the construction of new countryside.However,there are still some problems.Aiming at the above problems,this research analyzed the cause of the problem and the necessity and urgency of the rural roads management in Ouhai district.Meanwhile,this paper also made a number of suggestions from the road management system,financial support mechanism,supervision of the main responsibility,supervision model and scientific management,which provides a reference for local government to make decision and create a model for Zhejiang province and the entire country.
