With the increasing number of "sandwich class" groups in cities,the contradiction between the urgent need of housing groups and the existing housing security system has become increasingly prominent.Under such circumstances,affordable housing in China's housing construction process It is more and more important.In the process of developing public rental housing in our country,the local finance is insufficient and the financing model is single.Therefore,the PPP model has emerged.Because of the late use of PPP model in the construction of public rental housing in our country and the complicated risk factors of the project,the risk evaluation is particularly important.First of all,based on the domestic and foreign theoretical research,this paper starts with the concept of public rental housing project and related risk management under the PPP model in our country,expounds the concept of PPP public rental housing and the concept of project risk management,and clearly concludes the PPP public rental housing project Features.Secondly,the paper introduces the financing mode and application status of the public housing project in Hangzhou,including the construction background and construction of the example public rental housing project.By analyzing the characteristics of PPP model public rental project in Hangzhou,the appropriate risk identification method is selected,and the risk identification of PPP model public rental housing project is divided into systemic risk and non-systematic risk.Then,it puts forward the construction principles of the risk index system and the building steps of the risk evaluation model of the PPP model public rental project in Hangzhou.Finally,the index system of PPP model public rental project in Hangzhou City is determined through the construction of project risk index system.By using fuzzy comprehensive evaluation method,this paper evaluates the pastoral PPP public rental project in Hangzhou scientifically and reasonably,builds a risk assessment model of PPP public rental housing in Hangzhou,and draws the main risks that affect PPP public rental housing construction.According to its evaluation The results suggest relevant countermeasures.Through the research in this paper,expecting to be able to effectively introduce the PPP project financing model into the development,construction and operation of public rental housing in our country,providing reference and reference for broadening the financing channels of public rental housing projects so as to ease the financing pressure on public rental housing construction,Accomplishing our goal of providing affordable housing to people in greater need as soon as possible.With the development and maturity of China's affordable housing market,the research results of this paper will have broad application prospects and practical significance.
