The Research On Quantitative Sharing Of PPP Project Risk In Expressway

The expressway is a kind of road traffic infrastructure with fast driving speed,high capacity,low transportation cost and safe driving,the expressway has a vital role in the sustainable development of economy,harmonious progress of society and regional economic cooperation,Its development level becomes the important condition and evaluation index of traffic modernization.Because of the long construction period and the huge construction cost,the government cannot afford the fee of project construction separately,and the use of PPP mode in expressway project can solve this dilemma effectively.However,the introduction of private capital makes expressway project responsibility diversification,the distribution of project risk among participants is especially important;the premise of the success of PPP project is the reasonable sharing of risk.Based on this,this paper carries on the research on the quantitative sharing of expressway PPP project risk.Firstly,on the basis of in-depth understanding of the connotation and characteristics of PPP mode,this paper fully analyzes the risk characteristics of expressway project under PPP mode;Secondly,on the basis of in-depth analysis on the rights and benefits of the cooperation of the expressway PPP project,the risk identification is carried out by using the WBS-risk checklist method,and the risk sharing framework is constructed based on the dynamic tracking of the whole life cycle,and the risk sharing model is proposed.The risk-sharing index system based on cognitive-control-willingness three factors is constructed,and the risk sharing model based on the entropy weight-TOPSIS method is shared with the modified Shapley value method,and the empirical analysis is carried out on expressway investment project.The paper provides a theoretical basis for the quantification of risk sharing of PPP projects in expressway through the research of the main correlative theories.These theories,models and methods have some theoretical and practical value,which can be used for the risk sharing and contract management of similar construction projects in the future PPP mode.
