In recent years,benefited from the rapid development of the economy,the amount of automobile ownership in China appeared explosive growth,and the resulting environmental problems are becoming more and more serious.The Ministry of Environmental Protection recently released the "Annual Report on Environmental Management of Motor Vehicles in China(2017)"which shows that:China has become the world's largest motor vehicle producer and exporter for eight years in succession.The exhaust pollution of motor vehicles has become an important source of air pollution in China,it is an important cause for the pollution of fine particles and photochemical smog,and the urgency of pollution prevention is highlighted.Under the big background that all provinces in the country are pursuing energy conservation and emission reduction,new energy vehicles are favored due to their characteristics of environmental protection and low emission.With the construction of the international conference of Yanqi lake,Huairou district in Beijing has undertaken more and more international conferences,and this inconspicuous outer suburban district of Beijing thus began to emerge on the world stage.In order to meet its own planning of "ecological conservation development zone",Huairou district has particularly strict requirements for environmental indicators.Therefore,it is urgent to develop new energy vehicles.However,the development of new energy vehicles requires rational analysis,clear thinking,correct identification and response for risks,which will make great progress in the development of new energy vehicles.This paper devotes to evaluating the risk of new energy vehicles development strategy in Huairou district of Beijing using AHP-fuzzy comprehensive evaluation method,and then puts forward corresponding suggestions on the development strategy of new energy vehicles in Huairou district based on the evaluation results.The article introduces the development strategy of new energy vehicles in China and major developed countries at first,and then introduces the methods of risk evaluation which used in this paper:Analytical Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation,and respectively illustrate the advantages and disadvantages of the two evaluation methods and their evaluation step,and introduced AHP-fuzzy comprehensive evaluation method.After that,the development of new energy vehicles in Huairou district of Beijing is analyzed,and the development strategy of new energy vehicles in Huairou district of Beijing is listed,and the risk points are identified.Finally,using the method of AHP-fuzzy comprehensive evaluation to evaluate the risk,and the results of intuitive evaluation are obtained,and according to the results of the evaluation,the corresponding suggestions on the development of new energy vehicles in Huairou area of Beijing are put forward.After research and analysis,the development strategy of new energy vehicles in Huairou district of Beijing mainly includes the use of new energy buses and taxis,intensify efforts to establish a charging network and encourage private car consumption.The risks are mainly policy risk,technical risk,market risk and operational risk.By adopting the AHP-fuzzy comprehensive evaluation method to evaluate the above risks,the results show that in the risk of new energy vehicle development in Huairou district of Beijing,the technical risk and market risk is the main risk,the article based on this results,puts forward suggestions on the development of new energy vehicles in Huairou district of Beijing.The result of this evaluation has a certain practical guiding significance,and also shows that the AHP-fuzzy comprehensive evaluation method has a good analytical function in risk evaluation ent.
