With the deepening of China's electric power system reform,electric power enterprises,as an important basic energy supporting enterprise of national economy and social development,are faced with the complex development environment with opportunities and challenges,and the new mission entrusted by the times.Nowadays,the production and operation activities of electric power enterprises are mainly based on professional plan,and a relatively independent management mode is adopted among all departments.Therefore,there is a lack of overall concept and overall consideration in project planning.In making,auditing,execution and supervision of project planning,it only depends on expert experience to make decisions,which increases the subjectivity and uncertainty of planning work,and directly affects the efficiency of enterprise operation.Therefore,a scientific and intelligent comprehensive plan is the most fundamental and effective means to improve the timeliness and economy of electric power enterprises.In the comprehensive planning process,the planning evaluation part is closely related to the future investment and operation of power enterprises,and the future profitability and management of power enterprises.Based on the above background,aiming at the massive data existing in the planning work of electric power enterprises,this paper firstly studied the key technologies and algorithms of intelligent audit of power construction project plan,so as to achieve more comprehensive application of historical data.Secondly,this paper identified and analyzed the factors that affect the planning evaluation of electric power construction projects.It has been considered that the factors that affect the planning evaluation of electric power construction projects are mainly the integrity of project data,the repeatability of projects and the feasibility of projects.On the basis of analyzing the influencing factors,the evaluation index system of power construction project planning based on intelligent audit is constructed.Based on the existing project planning database,this paper applied the full text retrieval,word segmentation,vector space model and similarity calculation techniques to evaluate and compare the project planning with the historical data.Then,the document similarity calculation results have been used to evaluate the repeatability of project plan.Based on the eigenvalue method and TOPSIS method,an evaluation model of electric power construction projects based on intelligent audit has been constructed,which makes the planning evaluation of electric power enterprises more objective and scientific.Finally,relied on the existing information platform of the State Grid,this paper proposed the construction project planning evaluation system platform based on Intelligent audit.The use of the system can integrate the data of the comprehensive plan management platform,and has realized the electric power construction project information sharing and tracing and tracking;through the comprehensive analysis of data integrity,repeatability and feasibility of the project plan,put forward the project evaluation result and decision-making plan,to overcome the shortcomings of manual review,and to improve the level of intelligent decision-making and scientific.According to the actual problems of plan audit and evaluation of electric power construction projects,this paper presented a scheme of building evaluation of power construction project based on Intelligent audit model and program evaluation system,that can effectively avoid the risk,easy process control,improve the level of decision-making,and also can reduce costs,improve the efficiency and the benefit of enterprises,guarantee the sustainable development of enterprises.
