With the continuous development and reform of power enterprises and the increasingly fierce competition in the power market,the contradiction between supply and demand of power enterprises had reduced gradually.Users of power companies from the basic needs of electricity demand increased to power companies can provide convenient,fast and efficient service.As a most important power business in the construction of power system,high-voltage industry expansion and installation project is an important part of establishing good relationship between power enterprises and users.Its construction will directly affect the normal life of users and the work efficiency and economic benefits of power enterprises.However,there are few studies on the quality supervision of power engineering projects in China.Firstly,the research object is Jinhua Power Company's expansion project,through Jinhua Power Company's status analysis,the use of refined management,process management,power marketing,three methods from the organization and management,project progress management,project quality and organizational choice of aspects of Jinhua Power Supply Company management system of expansion project had studied.In order to improve the convergence of all aspects of the business process,according to the determination of the power supply program,project preparation,project implementation,acceptance of power transmission,data transmission,meter reading audit and other aspects of Jinhua Power Supply Company to expand the installation of the project business process fine Management plan.On this basis,make work progress planning process and project progress plan dynamic control process.Secondly,combined with the status of Jinhua Power Supply Company's business packing project,put forward the quality objectives of business packing project of Jinhua Power Supply Company.On this basis,put forward the quality control process of the whole process of business reporting project of Jinhua Power Supply Company.Based on the principles of full implementation,closed-loop control,dynamic control and multi-level control,put forward Jinhua Power Supply Company expansion equipment installed in the organization based on the selection process and related measures.Secondly,on the basis decomposing the project WBS task of Jinhua Power Supply Company,the project management of Jinhua Power Supply Company described based on the total flow of business reporting project of Jinhua Power Supply Company and the actual situation of each sub-process problem.Finally,combined with the existing business expansion process of Jinhua Power Supply and the existing problems of Jinhua Power Supply Company and ESEIA method were used to optimizing the existing business expansion process and proposed the process optimization plan.And respectively set up three synergetic mechanisms for business expansion,promotion of mobile work platform,design of typical packages,independent investigation and implementation by client managers,perfection of performance appraisal system,improvement of business skills of client managers,and performance,etc.Proposed optimization of specific implementation.ASME analysis and comparison of newly installed and newly added projects shows that the optimization effect of more than 1500 kVA is better.Due to the need for a large amount of pre-installation research and on-site investigation,the pre-installation project takes a long time and takes 10-15 days longer than the newly-added project.Although the construction of large-capacity expansion of electrical engineering installation of a longer time,the pre-industry expansion project with a longer load,but due to the optimization of electrical construction,civil construction,industry expansion process can be installed at the same time,the project to shorten the time.After optimization,the total time for different types of industrial expansion projects will shortened,of which,in addition to civil works,part of the electrical construction will be responsible for the construction team outside the company for a shorter period time.At the same time reduce the pressure of the company's staff scheduling,improve project supervision,improving the quality of the project.The newly-installed industry expansion package installation process is more complex,optimized coordination of all departments,improving work efficiency and shorting the project cycle.
