| The pilot program of "combination of multiple disciplines and regulations" in counties and cities of Gansu Province is one of the core contents of the new urbanization pilot project in the province.In April 2015,Dunhuang City,as a national pilot,carried out the work of "combining multiple regulations into one".As a county-level city in Gansu Province,Dunhuang City is a city with a long history of civilization and a rapidly developing city in all aspects of economic and cultural development.However,because Dunhuang City is located in the northwest region,it is affected by certain geographical factors in its development.At the same time,due to the unique climate and distribution of personnel materials in the northwestern region,there are certain deficiencies in the existing urban and rural planning systems.The differences between urban and land regulations are obvious,the planning base period and planning period are inconsistent,and the market needs A series of problems such as the lack of supply of planning and planning have become an important obstacle to the continuous and rapid development of Dunhuang City.In order to explore the fundamental solution to the various problems in the spatial planning of Dunhuang City,it is necessary to clarify the characteristics of the current "multiple rules and regulations." Taking into account the prominent space management problems in Dunhuang City,this paper starts from the perspective of space control,and on the basis of reading and borrowing from a large number of references and "multiple-regulation-in-one" practical projects,it is clear that current "multiple-in-one" coordination of various plans eliminates The characteristics of the master plan,and put forward the "bottom line of thinking" is to build a unified control of the space system that is controlled by the district and the bottom line of the joint management of the way,with the help of Arcgis related functions to define the Dunhuang City resource protection bottom line,global control zone and control bottom line,trying to eliminate the conflict between various plans in Dunhuang City,effectively protect the ecological resources of Dunhuang City and continue the urban development of Dunhuang To achieve full coverage of urban and rural Dunhuang purpose space management.The first part of this paper mainly studies the concepts and theories of spatial regulation and "multiple-in-one-in-one" related concepts at home and abroad so as to clarify the content and requirements of space regulation in the "multiple-in-one".The second part analyzes the relationship between "multi-regulations",and clarifies the main content and characteristics of "multi-regulation integration",and concludes that the unified regulatory space for all plans is the core work of "multi-regulation integration".The third part analyzes the main problems in the formation of space regulation in the "multiple regulations and regulations," and combines the space control practices of other pilots,and puts forward the idea of space control of the "bottom line" thinking mode.The fourth part analyzes the status quo of Dunhuang,and proposes a regulatory route and delineation method suitable for Dunhuang City based on basic analysis.The fifth part of the Dunhuang City,"multi-regulation" in the space control of specific delineation.The sixth part protects the implementation of space control by studying the establishment of a unified information platform.The seventh part of the main conclusions of this paper,and make a prospect for future development.Through research,we have come to the conclusion that the core task of “combining multiple regulations into one” is to harmonize and regulate the regulatory space,find out the idea of “multi-regulation and unity” in space control at the county level,and combine Dunhuang practices to enrich the regulatory delineation theory.The methods and methods provide solutions and methods for solving the problem of “combining multiple regulations” at the municipal and county level. |
