Evaluation Of Railway Passenger Transport Supervision And Management

With the rapid development of China's economy,railway construction has entered a period of rapid development,and the number of passenger stations has been increasing.Railway transport of passengers supervision and management is an important guarantee for railway transportation organization,and it is of great significance to carry out supervision and management of railway passenger transportation.In 2013,the Ministry of Railways implemented the separation of government and enterprises,the original "development of railway development planning and policy of administrative duties" into the Ministry of Transport,to form the national railway bureau,which shall be managed by the ministry of transport,and undertake other administrative duties of the ministry of railways;Establish China railway corporation and assume the responsibilities of the ministry of railways;No longer the ministry of railways.On January 6,2014,the newly formed national railway bureau was officially inaugurated.Currently,there are three government supervision bodies in China's railway industry: transportation department,national railway bureau,and social comprehensive supervision agency.After a lot of effort,the level of supervision and management of railway passenger transport in China has increased substantially,and rely on the railway industry institutional reform and innovation,make the railway more secure and efficient service to the masses of the people.But because of the lack of supervision and management of the relevant laws and regulations for railway passenger transport,imperfect system,and the quality evaluation to weaken,the existence of such problems as insufficient regulation modernization,the railway passenger traffic safety management and service level is difficult to be guaranteed.So we should constructe the supervision and administration of railway passenger traffic evaluation system,and evaluate it,according to the evaluation result,put forward to the targeted measures which strengthen the supervision and management,it is particularly necessary to effectively prevent accidents.Firstly,this paper based on the research status at home and abroad,combine with the actual situation of our country,the railway passenger transportation supervision and management of further reaserch on this issue,and make the system analysis.Secondly,enumerate four accidents related to railway passenger transport and analyze the causes of accidents,from a security risk,service quality,passenger satisfaction,and distribution capability these four aspects,such as establishing supervisory evaluation system,and explains each aspect contains specific indicators of factors,to lay a theoretical basis for study of the supervision and administration of railway passenger transport evaluation.Then,aiming at the regulatory evaluation system with 4 criteria and 27 indicators,based on the Analytic Hierarchy Process(AHP)to determine the weight of each index,and set up model of the fuzzy comprehensive evaluation of the supervision and administration of railway passenger transport,in the process of evaluation,the membership degree of single index of circular distribution to optimize the membership function,ensure the accuracy of evaluation results.At last,take Lanzhou station as an example,combine with the practical situation of the station,use the fuzzy comprehensive evaluation model to evaluate the status quo of the lanzhou station,then give specific suggestions upon the evaluation result which reflects the shortage,to better solve the problem of the supervision and administration of railway passenger transportation provided the certain theory basis.
