The general office of Chinese state council released the file called "The advice about promoting construction' sustained development" in March 2017,pointing out that should strengthen the management of personal qualification and the investigation of responsibilities,in order to guide to establish construction quality management system,mechanism and legal system which “registered professionals” play an important role in."Registered professionals" have independent practice status in the construction market,and they should bear the social responsibilities.According to the No.153,a certified constructor can act as construction project manager.In August,2017,the draft of the regulations on the management of registered architects clearly stipulates that the he/she may also be the technical manager.However,it is pointed out that the project manager of a construction company should take lifelong responsibility for the quality of the project and is one of the five parties according to the provisions of Jian-Zhi [2014] No.124.Therefore,the research object is the certified constructor as a project manager in the construction company.After reviewing the relevant laws and regulations of the country and referring to the practices of developed countries,the problems that occurred during the implementation of the certified constructor system were analyzed based on the results of questionnaires and interviews.Including the imperfect supervision mechanism of the certified constructors,the unclear responsibilities and obligations,and the inadequate incentives and punishments.These problems have seriously hindered the development of the certified constructor system and the consummation of the construction market.According to the current laws and regulations related to the certified constructor system and the engineering practice,it is proposed that registered construction division should fulfill the duties and responsibilities as well as the basic rights that the construction unit should give.Only under the premise of equal rights and responsibilities,can the registration be registered Professional value of builder.Based on the responsibilities and rights of registered architects,we construct a regulatory system for registered architects,improve government regulatory mechanisms,innovate social regulatory approaches,and guide the establishment of registered architect associations to give full play to their positive role in regulating the construction market.In addition,the registered architect honesty system,as a subsystem of the registered architect supervision mechanism,will play a significant role in granting integrity to registered architects,raising the awareness of registered professionals in compliance with integrity and promoting the integrity of the construction market role.Although the registered architect system has been developed for decades,it still needs continuous improvement and improvement in its development.While drawing lessons from the advanced experience of developed countries and regions at home and abroad,it should gradually establish a system of registered architects that meets the requirements of China's national conditions.Its supporting system.This study aims to provide ideas for solving the problems that occurred during the implementation of the registered architect system,and provide decision support for the revision of the "Certified Constructor System."...
