province,and the pilot work on comprehensive treatment of groundwater over-exploitation continues to advance.Strengthening the construction of county-level water rights and water markets is not only an important part of the current deepening of the reform of the water conservancy system,but also the construction of comprehensive groundwater governance mechanisms.Important internals.Under this background,this paper selects Ningjin County,a typical district in Dezhou,as the research area.On the basis of on-site investigations,the initial water rights allocation in the county,the determination of the transaction guidance price,the operation mechanism of the water rights water market and the evaluation of the construction effect are mainly carried out.Relevant research,the main results are as follows:(1)Complete the initial water rights allocation in the county.Analyzed the natural and socio-economic status,water resources development and utilization status in Ningjin County.By constructing a multi-objective planning model aiming at economic,social and groundwater environmental benefits,the initial water rights of the county are distributed from top to bottom.Among them,"aquifer stability" and "control of groundwater source allocation" were introduced into the optimization objectives,which fully reflected the requirements of groundwater pressure extraction,and completed the county area including conventional water sources(surface water,groundwater,external water transfer)and unconventional water sources(Rainwater,flood water,reclaimed water,brackish
