Research On Effect Evaluation Of Engineering Construction Supervision Based On Multi-level Grey Evaluation Method

With the rapid development of construction industry, the existence of supervision institution is not just for their own and the owner’s economic profits. As cells of a society, they play a more important role in today’s world, so they need to assume corresponding social responsibility---supervising the construction activities of contractor to ensure the quality of the construction project., which is not only the value of the supervision industry, but also the foundation of the healthy development of construction industry. In the past, many scholars have put most attention to the study of strengthening supervision and enhancing the supervision effect, but few have researched into the effect evaluation of supervision. The purpose of this paper is to make up for the inadequacy of this field, and, meanwhile, to improve supervision level. The establishment of an effective and perfect evaluation system will provide a scientific method for the effect evaluation of construction supervision and a self-chechk reflection for supervision enterprises to improve their efficiency.Starting from the related theory, the paper introduces the connotation of the effect and the effect evaluation of the construction supervision; Then, this paper establishes the hierarchy structure model of the supervision effect evaluation, using hierarchical analysis and cluster analysis method for determination of the weights of evaluation indexes, and in order to establish the multi-level grey evaluation system and to evaluate the supervision effect of various levels indicators. Finally, the paper tests the multi-level grey evaluation model the supervision project of HX community, which is finally proved scientific and feasible. Based on the analysis and research of this article, the main achievements are as follows:(1)In the current situation, the process of supervision execution encountered many obstacles.To solve the prolem, this article reseaches into the relationship and supervis ion effect between stakeholders in construction supervision activities; then it analyzes factors that influence the effect of supervision from such four perspectives, as from th e owner, contractors, supervisors and external environment.(2) Selecting the primary index of the evaluation model from four comparatively typical aspects, respectively is the effect of quality supervision, the effect of progress supervision, the effect of safety supervision and the effect of investment supervision, and it is divided into 14 secondary indicators. By establishing a multi-level grey evaluation model, obtaining the supervision effect value.This paper appraises the effect of supervision of research based on the perspective of academic research, the research result has strong theoretical and practical and will be helpful for the improvement of our country’s supervision work.
