The Emperor Qin Shi Huang killed six countries and made peace in the world. He established a unified empire with political power and created new conditions for the development of the city in terms of politics, economy, and culture. The two generations of Qin and Han dynasty lasted 441 years.Under the background of centralized politics, the city evolved from a flat geopolitical center toward a vertically-graded hierarchy of political power. The nationwide urban system was initially established. From the Longsheng Culture to the Spring and Autumn Period and the Warring States,Shandong has always been a relatively developed area of the city.No matter whether it is the number of cities or the level of scale,it is advanced.During the Qin and Han Dynasties, from the Qin Shihuang's Eastern Tour to the early Han Dynasty to the Emperor Han Wudi's exclusive Confucianism, the political center cities in Shandong Province have undergone major changes, and the urban system has been further improved. From the perspective of disciplines of urban and rural planning, this article uses the methods of mutual support of literature and archaeological information to classify the cities of the Qin and Han dynasties from political power levels and scales, and analyzes their spatial characteristics. The research findings mainly include:Firstly, through the analysis of the impact of the change of dynasty and the change of political power on society, economy, and population,we studied the temporal and spatial stability of the changes of the Qin and Han cities and urban systems, and proposed the establishment of the Qin Dynasty. After the system of counties and counties, the development of the three cities in the late Qin Dynasty, the Western Han Dynasty, and the Eastern Han Dynasty during the period of the Qin Dynasty was relatively stable. The second is the comprehensive analysis of the relevant historical documents in the Qin and Han Dynasties. We studied the hierarchical, scale structural characteristics and differences of the urban systems in the above three stages in Shandong Province.Through the mutual support of the archeological achievements, the spatial distribution characteristics were summarized. It sums up the three-level system of "from county to country" in the two generations of Shandong and Qinhan, and the general characteristics of the city from west to east.Third, according to the historical materials and related research of later generations, the factors influencing the evolution of the cities and their systems during the Qin and Han dynasties were inferred. The differences in the effects of political, military, economic, and natural factors at different stages and the results were analyzed. The Qin and Han dynasties were proposed. The dominant factors that affect the urban system. This paper studies the characteristics of the urban system in Shandong and its evolutionary stages in the Qin and Han dynasties and considers that the administrative hierarchy is the basis of the hierarchical structure of the urban system. The increase and decrease of the population is the determinant of the number and size of the city, and the resurgent rise of the local forces affects the urban system.Stability plays a key role.Throughout the Qin and Han dynasties, the urban development and spatial distribution of Shandong Province always coincided with the local physical and geographical characteristics of the mountains and seas, surrounded the ThaiThai mountains and the coastal areas, showing the evolution process from point to belt, from belt to surface, and the denseness of the western region. The overall characteristics of the coastal areas are scattered.
