Port is the major transport infrastructure,the important hub of modern logistics chain,and also a combination of multiple transport modes.The railway is of great significance for bulk cargo ports to achieve collection and distribution.Caofeidian port area is not only the main component of Tangshan Port,an important coastal port in China,but also a significant transportation hub of the national"One Belt and One Road" initiative.It plays an increasingly important role in national economic and social development.In recent years,the port throughput has grown rapidly,and its collection and distribution system has also made considerable progress.A thorough and systematic study of the overall coordination of railway collection and distribution system of Caofeidian port area will not only further improve the railway collection and distribution system,enhance the transport capacity and production efficiency,optimize the transport organization,but also will help to further improve the railway layout in Caofeidian port area,promote the effective integration of existing railway resources and enhance the competitiveness of railways.This paper first sorted out and analyzed the status of railway collection and distribution system of Caofeidian port area,highlighted the functional orientation of the Caofeidian port area as a port of bulk cargo for coal,ore,etc.,and proposed the main existing problems.Then the main coordination factors of railway collection and distribution system of Caofeidian port area were analyzed from three aspects:facilities and equipments,production organization and operation management.And then the paper proposed that capacity coordination is not only the ultimate goal of system coordination,but also the intuitive manifestation of the system coordination status.And a detailed analysis of the capacity coordination of railway collection and distribution system of Caofeidian port area was carried out from two aspects:road-port capacity coordination and station-line capacity coordination.Finally,on the basis of the foregoing analysis results,the coordination evaluation index system for the railway collection and distribution system of Caofeidian port area was constructed.Based on the ambiguity and randomness of the concept of coordination,a cloud model was used to conduct a coordination evaluation for the railway collection and distribution system of Caofeidian port area and drawn the relevant conclusions.Finally,according to the coordination evaluation results,the coordination and optimization suggestions were proposed to provide reference for relevant decision-making departments in improving railway collection and distribution system of Caofeidian port area. |
