| Our country is a big agricultural country,the rural population occupies a large proportion in our country’s population structure,the farmer is main force in our country agricultural economy development.However,since the founding of new China,China’s agricultural economy has achieved great development,but it is still far from the goal of agricultural modernization.Over the years,the central government has continued to focus on the issue of agriculture,rural areas and farmers.On the road of agricultural modernization,the construction of rural infrastructure investment is an important link.In recent years,China’s investment in rural infrastructure has continued to increase,and rural infrastructure has enjoyed unprecedented development.In the process of development,due to the constraints of resources and comprehensive national strength,it is impossible to cover everything.In the process of rural infrastructure,more emphasis on efficiency,while ignoring the fair questions caused between different areas in China,there is a lot of unfair between rural and urban areas.As an important part of rural infrastructure,the construction level of rural roads is also very uneven.The rural road network in the eastern region is relatively mature and the highway density is high,while the rural roads in the central and western regions still cannot meet the needs of agricultural economic development completely.The regional disparity in the investment and construction of rural highway facilities will also seriously affect the construction of other rural infrastructure and increase the efficiency difference of agricultural economic development in various regions of China.Therefore,in order to more clear understanding unbalanced conditions in China’s rural road infrastructure investment,promoting fair and building a harmonious society,to measure unfair degree of the current our country rural highway facilities investment is imminent.Based on a careful study of the existing theories and research results,this paper constructs a fair measure of the fairness of rural road facilities investment in China from the perspective of fairness of farmers and a measure of fairness.First of all,the relevant concepts and theories of this paper are clarified,and the fairness of rural highway facilities investment in this paper is defined.Based on this analysis,the current status of investment in rural highway facilities was analyzed,and the use ofthe Theil index method to utilize rural road traffic mileage data from 31 provinces,autonomous regions,and municipalities in China for 2008-2015 and the completion of rural road investment from 2010 to 2015.Based on the data,measure the size of fairness.Through the disequilibrium index method,the four indicators of per capita GDP,first industry added value,local fiscal revenue and urbanization rate were selected to measure the imbalance of rural road investment relative to these four indicators.Secondly,through the establishment of a panel data model,the factors affecting the fairness of rural highway facilities investment are analyzed to determine the degree of impact of various factors on fairness.The main innovation of this article is that from the perspective of fairness,through the analysis of relevant theories,we have established an effective methodological system for evaluating the fairness of investment in rural highway facilities,and we have effectively measured this and further explored causes of unfair reasons.The Theil Index measurement results show that whether the rural highway investment is completed or the rural road opening mileage is based on the geographical area weight,the unfairness between the regions is greater than when the rural population is the weight,and The difference between regions comes from the fact that the contribution rate within the region is greater than the contribution rate between regions.The measurement results using the disequilibrium index method show that the order of the imbalance is the local fiscal revenue,per capita GDP,urbanization level,and primary industry output value.Compared with local fiscal revenue,the imbalance is the largest,and the imbalance of output value relative to the primary industry is the smallest.According to the panel data regression model,rural population density,fiscal decentralization,urbanization level,GDP per capita,per capita fixed asset investment in rural areas,and rural road facility investment equity are positively promoting,while primary industry output is negatively promoting.effect.The proportion of fiscal decentralization and the level of urbanization have the most significant effect on the fairness of investment in rural highway facilities.Based on the results of fairness measure and panel data regression model in this paper,the conclusions of this paper are drawn and effective policy recommendations areproposed. |
